Description
The Volpe National Transportation Systems Center (Volpe Center) intends to award a firm fixed price contract for a mobile wheel reprofiler. This proposed action is for supplies for which the Government intends to solicit and negotiate on a sole source basis with Simmons Machine Tool Corporation of Albany, NY, under the authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). This is a combined sole source synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a proposal is not being requested and a written solicitation will not be issued. Solicitation No. DTRT57-06-R-20034 is issued as a Request for Proposal (RFP). The Contracting Officer is utilizing policies and procedures prescribed in FAR Part 12 Acquisition of Commercial Items, FAR Part 13.5 Test Program for Certain Commercial Items, and FAR Part 15 Contracting by Negotiation. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-11, effective July 28, 2006. The NAICS Code is 336510 and the Small Business size standard is 1,000 employees. The Proposal shall include firm fixed price pricing for the following contract line items (CLIN) in a written proposal: CLIN 0001 one (1) Mobile Wheel Set Reprofiler (MOBITURN) including six (6) lifting columns 1 EA$________ Total: $_________; CLIN 0002 Delivery of one (1) Wheel Set Reprofiler (MOBITURN) including the 6 lifting jacks to Baghdad Central Station, Baghdad, Iraq 1 EA $ ______ Total $____; CLIN 0003 Training- Two (2) weeks at the Contractor?s point of manufacturing (Germany) for up to ten (10) Iraq National Railroad (INRR) employees 1 Job $_____Total $_______. GRAND TOTAL $______ CLINS 0001-0003. The following are the specifications for this procurement. This procurement will consist of one wheel reprofiler (MOBITURN), six lifting columns, delivery to Baghdad Central Railway Station, Baghdad, Iraq, and training of up to ten (10) IRR employees. This RFP is not intended to provide developmental costs, engineering costs or procedures to produce these items. SCOPE. This Statement of Work (SOW) defines the effort required for the purchase, delivery, warranty, operations and preventative maintenance training of one railway mobile system consisting of one wheel reprofiler and six (6) 35 ton mobile electronic control lift columns, required to operate this system. This purchase will also include spare parts, tooling lists, manuals and documentation allowing for completion of routine maintenance for a period of one year after delivery. Additionally, the contractor must demonstrate through a Statement of Qualification that it is an ongoing entity with past sales and service experience for this offered system for a period of two (2) years. BACKGROUND. The Supplemental Allocation provided in the 2207 Report and the Iraq Coalition Provisional Authority (CPA) Program Management Office (PMO) has been initiated to design, develop, produce, and deploy services, products, and construction to support rebuilding the infrastructure and economy of Iraq. The rail system is an integral part of the infrastructure rebuilding and improvement efforts to move goods, people, and raw materials supporting inter-state and international commerce and exchange. To support this effort, proper maintenance of the country's rail system is essential. The mobile wheel reprofiler and associated lifting columns (jacks) are an integral part of this in-country rail maintenance capability. This capability is essential to the efficient movement of materials between sea ports, rail heads, and truck carriers. The mobile wheel set reprofiler specification is a commercial rail bed maintenance equipment specification. The desired equipment must meet the MOBITURN specifications. APPLICABLE DOCUMENTS. All applicable international standards for rail wheel set reprofiling tolerances and dimensions (UIC), and those established and required by the Iraq government for the IRR safe operations. PERFORMANCE REQUIREMENTS. The mobile wheel reprofiler is a piece of rail maintenance equipment used to restore symmetry of wheel surface that comes in contact with the top of the rail in the normal train operation. Uneven wear and metal scaling around the wheels edge have to be removed to provide smooth and safe ride for cars and locomotives. The following are the minimum performance requirements for the mobile wheel set reprofiler system including the wheel reprofiler and the locomotive and car lifting jacks to operate it properly. (a) The wheel set reprofiler shall be capable of reprofiling wheel sets of size and gauge meeting the Iraq government rail wheel standards and the wheel requirements of the Uniform International Code (UIC) for rail transportation safety. (b) The wheel set reprofiler shall be capable of measuring and machining wheels of all sizes and to machine those wheels with an accuracy of not less than 0.15 mm or a maximum of 0.3 mm. This system should be able to work all areas (tread, flange crest, flange back and inner or outer face) of the wheel set. (c) The wheel set reprofiler shall be capable of machining wheels while they are mounted on a locomotive or rail car and to machine wheel sets removed and lifted on the machine by crane. This machine should have height and width adjustment to allow for lifting jacks and car body clearances. (d) The wheel set reprofiler should move along the shop tracks on it is own motor-power; and to have a retractable power line that allow the free movement along the track; thus permitting to reposition the machine under the different sets of wheels of the same car. (e) The mobile wheel set reprofiler system shall be easily removed or lifted from the tracks and relocated on to other tracks or a flat car for transportation to other sites. (f) The wheel set reprofiler system shall include six (6) electronically controlled, mobile car-lifting columns. Each lifting column shall be capable of lifting a minimum of 35 ton and include accurate height adjustment to meet the clearance required of the wheel set reprofiler. (g) The mobile lifting columns of the wheel reprofiler system shall be capable of connection to each other for a centralized and remote control, with display of simultaneous action as well as display accurate height of each column active and or inactive, failure, power lost and separate panic switch. The contractor shall deliver the MOBITURN mobile wheel reprofiler within 180 days of contract award. DESIGN ANALYSIS. The contractor shall conduct or have conducted a detailed analysis of the selected design machine. Detailed physical and performance characteristics shall be specifically identified. Design documentation shall include discussion of alternatives, options and the ramifications thereof, as well as risk assessments, and trade-offs made. PRELIMINARY DESIGN and DESIGN FORMALIZATION. The contractor shall provide before award the best fit machine design to the Volpe Center CO for review and comment. FABRICATION TEST. The contractor shall correct and document any design characteristics that are found by the Volpe Center to inhibit or make fabrication unnecessarily costly but that do not otherwise alter performance or system effectiveness characteristics. The tests may be conducted at the contractor's facilities. WARRANTY. Contractor shall provide a one (1) year mechanical, structural and operational system warranty to begin the date of government acceptance in the country of Iraq, and to expire 365 calendar days thereafter. The warranty will provide for on-site repair of major mechanical equipment failures to include parts and labor, even if these repairs are determined to be within the scope of maintenance training provided to the user. Upon notification by the Contracting Officer, the contractor must execute procedures to enter the country of Iraq with any required parts and provide on-site service no later than 30 days after notification, or have trained in country technical personnel capable of repairing the equipment. Major mechanical or structural failure is defined as failure that reduces operation below the minimum operating standards. Additionally, any mechanical or fabrication failure that creates an unsafe environment is a major failure. TRAINING, SPARE PARTS, and DOCUMENTATION. The contractor shall provide training (at the Contractor?s point of manufacturing in Germany) in both English and Standard Arabic for the installation, operation and maintenance of the mobile wheel reprofiler and the lift columns. The goal of installation training is to provide the IRR with detail assembly instruction to ensure proper machine operation. The goal of operator training is to provide operators proficient in using all features of the selected system. The goal of maintenance training is to provide personnel proficient in routine and preventative maintenance including any applicable hot/dry/dusty environment procedures. Contractor will propose the best mix of classroom and hands-on operational training to accomplish the operation/maintenance goals. All training material except that of the trainees shall be supplied to the Government in paper hardcopy, on CD, and video. The number of copies of this training material shall be: six (6) English and three (3) Standard Arabic. The Contractor will develop a spare parts package for the Volpe Center Contracting Officer?s approval based on historical failure trends for similar systems operating in hot/dry/dusty environments. The parts package should be stocked to include a years worth of filters, seals, unique fluids, and wear items. The goal is to minimize awaiting-parts downtime. The contractor shall provide and deliver to the Volpe Center, in paper hardcopy and computer files in CD, operating, shop maintenance manuals, parts list, spare parts list, equipment schematics and electrical drawings. These manuals and documentation shall be three (3) full sets in Standard Arabic, and two (2) full sets in English. STATEMENT QUALIFICATION. The contractor will provide a Statement of Qualification with their proposal. The intent of the statement is to mitigate the risk of nonperformance after-sale. The statement should address the following areas. Length of time in business under same ownership structure; Length of time in sales of rail maintenance equipment; Statement addressing standard after-sale service; Use of sub-contractors for equipment service; Countries where legally operating sales and service facilities; Address and location of headquarters; and top five clients for mobile wheel reprofiler equipment. DELIVERY and ACCEPTANCE. The mobile wheel reprofiler and lifting jacks system bound for the IRR will be shipped to the Central Baghdad Rail Station in Baghdad, Iraq. The contractor shall provide the Volpe Center Contracting Officer with a shipment schedule, 60 calendar days in advance of shipment, to allow advance notice to the IRR representatives of shipment departure and expected arrival in order to coordinate delivery location details and documents, customs clearance requirements, and inspection of the incoming shipment (all requirements of the contractor). The IRR will proceed to install the mobile wheel reprofiler, run it through an operational test and produce acceptance documentation for submission to the US Government for final acceptance. TRANSPORTATION and TRANSPORTABILITY. The contractor shall address the physical characteristics of the equipment and transportability parameters to ensure that the system design is mobile, resistant to transportation and handling damage, and compatible with commercial and common carrier transport. The contractor shall insure that the end item deliverable(s) meets any unique, security, protection and handling requirements. The contractor shall ensure that shipments, whether equipment, spare parts, software, hardware or documentation, from any site is in accordance with applicable customs and security regulations. The contractor shall control, receive, store, return, inventory, and be accountable to the Government for all deliverables to the appropriate staging area. Special lifting and/or tie-down equipment, if required, should be coordinated to transport the system. AWARD. The award will be evaluated on a fair and reasonable price. Solicitation provision FAR 52.212-1, Instruction of Offerors-Commercial Items (JAN 2005) is hereby incorporated by reference; the offer must include a copy of the standard commercial warranty per FAR Clause 52.212-1(b) (5), Terms of any Express Warranty. All Offerors must complete central contractor registration which is included in provision 52.204-7, Central Contractor Registration (ORCA) FAR Clause 52.212-4. FAR Clause 52.212-4, Contract Terms and Conditions ? Commercial Items (SEP 2005), is hereby incorporated by reference. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (JUN 2006), is hereby incorporated by reference, additional clauses cited in 52.212-5 (5) that apply to this acquisition are: 1, 7,8, 11, 14, 16, 17, 18, 20, 22, 24, 25, 30,and, 34.
