Description
This notice is to replace the notice of the same title with solicitation number W91ZLK-06-B-0003. This is not an additional renovation of building 517. If FBO users have registered for automatic updates of Solicitation W91ZLK-06-B-0003, please re-reg ister for automatic updates of this Solicitation, W91ZLK-06-B-0004. No further changes will be posted under the old solicitation number. The Army Contracting Agency, Aberdeen Proving Ground Directorate of Contracting has a requirement for an addition to and renovation of Building 517 at Aberdeen Proving Ground, Maryland in accordance with the specifications, drawings, and conditions contai ned in the Invitation for Bid (IFB). This procurement falls under the Small Business Competitiveness Demonstration Program. The North American Industry Classification System code is 236220 and the size standard is $31M. This requirement will be competed un der full and open competition regulations. FAR clause 52.219-9, Small Business Subcontracting Plan, applies. This contracting activity takes subcontracting very seriously. The following goals are considered to be reasonable and achieveable: 55% of total su bcontracting dollars for small businesses, 4% for HUBZone, 13% for SDB, 15% for woman owned, and 3% SDV. A small business subcontracting plan will be required if the successful bidder is a large business. The estimated project magnitude is between $1M and $5M. A 20% bid bond is required. The bid due date will be approximately 30 days after issuance of the IFB. A site visit will be conducted on or about 22 August 2006. Bidding documents will be available electronically at the Federal Business Opportunities ( FBO) website, www.fbo.gov , on or about 16 August 2006. Requests for hard copies of IFB documents will be denied. Interested parties must access the FBO website for issuance of the IFB and any amendments. Parties may register for notification from the FBO site for any amendments to the initial IFB. However, the General Services Administration provides the notification service as a convenience and does not guarantee that notifications will be received by all persons. Therefore, it is recommended that parties monitor the FBO website for all information relevant to desired acquisitions. Major work under this requirement includes, but is not limited to the following: (1) an approximately 3,665 square foot one-story addition to the building including sediment and erosion control for which the contractor shall obtain permits, site work, wood foundation piles, concrete pile caps, grade beams and floor slab, exterior masonry load-bearing wall, structural steel framing, steel decking and bar joist, rough carpentry, fi ber-reinforced cement siding, wall and roof installation, steel, aluminum, and wood doors and steel and aluminum frames, overhead rolling doors, door hardware, glazing, gypsum board on steel studs and furring, ceramic flooring, bases and walls, acoustical ceilings, resilient flooring, fluid applied flooring, carpet, paint, visual communication specialties, toilet partitions, toilet accessories, plumbing and toilet fixtures, entrance mat, a wet pipe fire suppression system, pre-fabricated audiometric rooms, unitary heating and cooling system, ductwork, DDC controls, power distribution system, interior lighting, exterior lighting, data and communications conduit and wiring, and a fire alarm system. (2) renovation of the existing wood frame building including r eplacement of the roof, metal siding, wood trim, metal windows, existing exterior doors and frames, existing sliding door, track and hardware, and an existing coiling metal door, wood soffit and fascias. Replacement shall include new vinyl wood clad double hung insulated windows with fragment retention film on the inside surface, new asphalt shingle roof and underlayment, new gutters and downspouts, new vinyl composition floor tiles in the office and toilet rooms, new steel exterior doors, frames, and hardw are, new motor oper ated coiling doors, upgrades to existing fire alarm system, the provision of a sprinkler system and new soffit and fascias. (3) limited demolition work of existing lean-to structures. Demolition work will include removal of materials with lead-based paint and asbestos containing materials. The site visit is scheduled for 22 August 2006 at 8:00 a.m. Bidders are restricted to two (2) attendees. Visitors must be escorted to the site visit. Visitors are required to contact the Contracting Officer not later than 2:00 p.m. on 21 August 2006 with n ames, position title, phone number, and e-mail address, if available, of each attendee. However, visitors are encouraged to contact the Contracting Officer prior to that date so the correct number of escorts can be obtained.
