Description
The USPFO for Texas Contracting Branch intends to award a Firm-fixed price contract for the design and development of a Mobile Communications System for the Texas Military Forces, Camp Mabry, Austin Texas 78703. The North American Industry Classifica tion System (NAICS) is 334220. The small business size standard of 750 employees applies. This requirement will be advertised on an unrestricted basis. The Contractor must provide a rapid deployable mobile command and control sytem to include a command veh icle and three (3) support vehicles. The command vehicle must provide a controlled environment workplace, comprehensive interoperable communications capabilities for controlling military forces and be interoperable with first responders, state and local c ivil authorities and links back to the satellite base stations. The three (3) support vehicles must be capable of carrying all necessary equipment to support a mobile headquarters. Communications must exist between all vehicles in support of a Headquarter s utilizing multiple communications capabilities in a mobile configuration. A detailed listing of Government Furnished Equipment (GFE), to include software based radio solutions as well as other capabilities and load plans for the primary support vehicle and the support equipment will be provided to the Offeror. The Contractor must provide specifications for the command vehicle as well as the details of the support vehicles. The Contractor will describe the flexibility and scalability of the proposed solu tion. The Contractor will offer maintenance plans for the software based radio solutions as well as other GFE installed in the equipment at time of purchase. The Contractor shall provide a draft Transition Plan for the installation and testing of devices. The Contractor will not be responsible for fixing broken GFE but will identify shortcomings and repair any faults associated with the equipment installation that are as a result of vehicle wiring, power, or rack space.The Contractor will provide an Accept ance Test Plan that is agreed upon in advance of the conduct of the testing. A presolicitation conference will be held at 0900 CST on 16 August 2006 in the USPFO for Texas conference room, Bldg 66, 2200 West 35th Street, Camp Mabry, Austin, Texas.
