Description

This will be an UNRESTRICTED procurement. All qualified business concerns may submit offers. Offers from large business firms must comply with FAR 19.7 and FAR Clause 52.219-9 regarding the requirement for submission of a subcontracting plan. The US Army Corps of Engineers FY 06 subcontracting goals are for specified percentages of the contractor's total planned subcontracting amount to be placed with the following: Small Business 51.2%; Small Disadvantages Business, 8.8%; Women-Owned Small Business, 7.3%; Service-Disabled Veteran-Owned Small Business, 1.5%; and HUBZone Small Business, 3.1%. The work consists of maintenance dredging of the Barataria Bay Waterway Entrance Y and Bayou Segnette Waterway Mile 0.0 to 4.5. Five disposal areas are includ ed. Bayou Villars Disposal Area is an upland site. Disposal Area 1 is a marsh creation site. Repair and maintenance of the dike systems for Villars and D/A 1 is required. Disposal Area 4 requires the use of a silt curtain near the discharge point. Dis posal Areas 2 and 3 are semi-confined marsh nourishment sites with no dike work required. The NAICS Code is 237990. Work is estimated to cost between $500,000.00 and $1,000,000.00. The solicitation will be issued on or about 21 August 2006. For security reasons, all technical and engineering data related to this solicitation will be distributed using the Federal Technical Data Solutions (FedTeDS) system. FedTeDS is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders must register with FedTeDS before accessing the system. Registration instructions can be found on the FedTeDS website (https://www.fedteds.gov) by clicking on the Register with FedTeDS hyperlink. Contractors regi stered with the Federal Technical Data Solutions (FedTeDS) may view and/or download this solicitation and all amendments from the Internet after solicitation issuance at the following Internet address: https://www.fedteds.gov/fedteds/start.nsf/frm.vendorlogin?openform&SolicitationNumber=W912P8-06-B-0061 . It may take some time to download the files. Zip files containing .cal drawing files should be downloaded and extracted together in a single directory. You will need the adob e acrobat reader for .pdf files (www.adobe.com) and the maxview reader (www.maxview.com) for .cal files in order to open most files posted by the New Orleans District. You are advised that FedTeDS currently does not have a Plan Holders List capability.
