Description
The U.S. Army Medical Command (MEDCOM), Center for Health Care Contracting (CHCC) has a requirement for Human Immunodeficiency Virus Type 1 (HIV-1) testing and reporting services. CHCC intends to pursue a Single Award, Indefinite Delivery, Indefinit e Quantity, Task Order Contract for Non-Personal Services. The anticipated contract period of performance will have a base year from 01 January 2007 through 31 December 2007, with four one-year option periods. The contractor shall provide all qualified p ersonnel, services, materials, equipment, supplies, and facilities necessary to perform testing services for the detection of antibodies and antigens against HIV-1 employing Food and Drug Administration (FDA) approved tests and methodologies. The Contract or shall perform initial and repeat reactive screening tests and confirmatory testing on serum specimens submitted by the U.S. Army Military Treatment Facilities (MTFs), U.S. Air Force (USAF), U.S. Navy (USN), U.S. Army Reserve (USAR) (coordinated by the U .S. FEDS_HEAL Program Office (FHPO)), U.S. Coast Guard (USCG), U.S. Army National Guard (ARNG), Federal Occupational Health (FOH), and the Military Entrance Processing Command (MEPCOM). Screening tests will be with an Enzyme Linked Immunosorbent Assay (EL ISA) derived from whole viral lysate. Confirmatory testing shall be performed with the Western Blot technique on serum and plasma. In addition, samples with repeatedly reactive ELISA results shall be re-tested with the Western Blot technique to determine reactivity with HIV 1 specific viral polypeptides. The Contractor shall submit test results via an on-line Laboratory Information System (LIS) that is in compliance with the Health Insurance Portability and Accountability Act of 1996 (HIPAA) and is compa tible with and able to interface directly with the Composite Health Care System (CHCS) (or current Government LIS) located at each Submitting Activity (SA). The Contractor shall have the capability to provide direct courier delivery services for CONUS/OCO NUS sites meeting all domestic and international regulations and military facility security requirements for delivery of specimens, materials, equipment and reports. As a minimum, the Contractor shall be registered, licensed, and/or accredited by the foll owing organizations: (1) CLIA License for High Complexity Testing; (2) College of American Pathologists; (3) CDC Permit to Import/Transfer Etiologic Agents. The Contractor may receive approximately 61,000 specimens monthly from Army Active Duty MTFs; 4,50 0 specimens from USAR FHPO; 1,500 specimens from USCG sites; 11,000 specimens from ARNG sites; and 30,000 from MEPCOM sites for initial ELISA screening. Of those numbers, it is estimated that not more than 1 percent shall require a Western Blot test. As a Government option, the Contractor may also receive approximately 8,000 specimens per month from the U.S. Army clinical laboratories from OCONUS locations. The solicitation will be posted to the FedBizOpps website at www.fedbizopps.gov on or about 28 Aug ust 2006.
