Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the solicitation. The NAICS Code is 561621 with a size standard of $11.5M. The reference number is H94003-06-T-0011. This requirement is a small business Setaside for the purchase and installation of exterior surveillance camera system at Defense MicroElectronics Activity (DMEA), 4234 54th St, McClellan, CA. The contractor shall be responsible for the installation, configuration and integration of the new cameras, control interface, power distribution system and digital video recoding (DVR) equipment. Cameras shall be compatible with DMEA?s current DVR camera control software, Video Insight v2.4; shall transmit video and receive control information directly from the camera?s coaxial cable interface without an adaptor; and use existing camera mounts. The eight new cameras shall be installed in a manner that minimally interferes with DMEA?s existing pan-tilt-zoom camera system. (Example: Existing cameras are to be replaced using the existing mount one at a time. The new camera will be tested and put online before the next camera replacement.) The contractor shall install a weather proof AC power distribution box for the purpose of providing a power source for all camera power supplies. The power distribution box shall be on the roof of the DMEA building. The contractor shall connect power distribution box to UPS power available in room 108. Cabling: Video coax cable will be installed in conduit on the roof allowing for 50% future growth. Video coax cable and power distribution cable carrying120 VAC shall not be installed within the same conduit. Digital Video Recorder (DVR), provided by DMEA, and 16x4 matrix will be mounted in an equipment rack provided by DMEA in room 108. Keyboard will be placed in room 105 for security personnel use. Keyboard shall be hardwired using appropriate extension from installed matrix unit in room 108. The contractor shall test the operation of new pan-tilt-zoom camera system. This shall include, as a minimum: camera capabilities, camera control, and DVR recording and playback features. All installation and transition shall be accomplished during normal DMEA work hours (M-F, 0630 to 1800). Manufacturer?s standard commercial warranty will apply for all products installed at DMEA. All on-site work shall be scheduled in advance and conducted on the roof where the cameras will be installed, in Server Room 108, and Security Booth Room 105. The contractor is required to provide advance notification prior to conducting any on-site inspection, installation or maintenance. A two hour minimum notice during normal business hours shall be given. All installation and maintenance work shall be performed by US citizens. Contractor personnel shall provide proof of citizenship in accordance with the DMEA visitor approval process in effect at the time the visit is requested and prior to being allowed entry into either location. The contractor shall demonstrate that all new cameras and equipment operate. The following equipment will be purchased and installed: 8 ea Pelco PTZ, Spectre III, Outdoor Dome Camera, Smoked, Pelco P/N SD53CBW-PG-E0 (or equal); 8 ea Power Supply, 24 VAC, Outdoor, Altronix P/N ALT-T2428100C (or equal); 1 ea Pelco, Variable Speed Keyboard, Pelco P/N KBD300A (or equal), 1 ea Pelco 16 X 4 Matrix, Pelco P/N CM6700MXB4 (or equal), and miscellaneous parts for installation and power distribution system. Delivery and installation are requested 30 days after receipt of an order. FOB point is Destination. Award will be made to the lowest responsive, responsible offer submitted in response to this requirement. The following FAR clauses apply: 52.212-1, Instructions to Offerors ? Commercial; 52.212-3, Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items and 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders-Commercial Items. DPAS Rating is C9E. Offerors shall submit product brochures for all equipment proposed.
