Description
“This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane.” Naval Surface Warfare Center Crane Division intends to procure, under full and open competition, commercially available drydocking, hull cleaning and painting, and propulsion system repairs on the US Navy Research Vessel Acoustic Explorer (AX). The AX is an offshore utility vessel refitted for oceanographic research and Navy testing. It is Navy owned and contractor operated. The vessel is not classed or US Coast Guard regulated. The AX is all welded steel construction. Main propulsion is provided by two GM/Detroit Diesel 16-V-92N air starting, internally fresh water cooled, dry stack exhaust diesel engines. Propellers are inward turning, four-blade Aqualoy 62” diameter by 60” pitch. Vessel dimensions: Length 130’, beam 30’, draft 10’. The vessel is berthed at the Space and Naval Warfare Systems Center in San Diego, CA. The contractor shall provide the necessary materials, services, and labor to accomplish the tasks delineated in a Government Statement of Work (SOW).! The contract will be issued on a firm-fixed basis. The requirements are drydocking of the vessel, hull cleaning from keel to upper rub rail by sandblasting, and repainting in accordance with manufacturer’s paint specification to be provided. Keel coolers are to be cleaned and chemically flushed. Some interior cleaning and painting are also detailed in the SOW. Mechanical repairs to be accomplished during the drydocking include machining and installation of replacement main propulsion shafts including realignment. Paint, shaft stock, and cutlass bearings are to be provided by the government. Locations to perform the work in southern California are preferred due to proximity to the vessel’s operating area. This effort shall be completed no later than 31 January 2007. The vessel is available for drydocking in the following timeframes (in order of preference) 11-30 September 2006 and 04-23 December 2006. The actual period of work from arrival at the contractor's facil! ity to completion of all tasks specified in the SOW shall be no greate r than 21 days. is Delivery is F.O.B. origin with inspection and acceptance by NSWC Crane representative. The solicitation will be evaluated on a best value basis, and the Government will reserve the right to award to other than the lowest priced offeror. To be eligible for award, contractors must be properly registered in the Government's Central Contractor Registration (CCR). Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet @ www.ccr.gov. All changes to the requirement that occur prior to the closing date will be posted to Crane website, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane website, FedBizOpps aand/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that respond to this announcement within the required time frame will be provided any changes/amendments and considered for future discussions and/or award. No hard copies of the solicitation will be mailed. All responsible sources may submit a proposal, which shall be considered by the agency.
