Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12 of the Federal Acquisition Regulation as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. FAR 52.212-1, Instructions to Offerors?Commercial, applies to this acquisition. FAR 52.212-2, Evaluation?Commercial Items Evaluation will be made on a best value basis where technical understanding and experience, past performance, and price are evaluated equally. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications?Commercial Items, with its offer. These Representations and Certifications are available at http://www.arnet.gov/far/current/html/52_212_213.html. FAR 52.212-4, Contract Terms and Conditions?Commercial Items, applies to this acquisition and no addenda are included to the clause. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders?Commercial Items applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to the acquisition. Please see the Statement of Objectives titled Acquisition Organization Assessment and Evaluation for scope of work to be performed. This document and its attachments can be uploaded only from this announcement. NOTE: Any questions regarding the requirement and this solicitation shall be submitted via email no later than Friday, August 11, 2006. Period of Performance: The services of each task shall be provided within four (4) months from the date of award. It is encouraged that the offeror propose a realistic project schedule for the completion of each task. Proposal Instructions: Interested offerors shall submit proposals via email in Microsoft Word or PDF format to the Contracting Officer and Contract Specialist stated above by the respective due dates in three (3) parts as follows: Past Performance References ? DUE 12:00 PM, FRIDAY, AUGUST 11, 2006 *Provide three (3) references of relevant contract performance within the last three years. Include past performance references for teaming partners and subcontractors if it is anticipated that they will perform over 25% of any potential work. *Your references should be documented by completing the Past Performance Form attachment for each reference. Your past performance shall identify the recommendations that were implemented and the results of your proposed recommendations. *Upon completion of the questionnaire, the offeror shall forward the document to Federal Student Aid via email to the addresses in this notice. It is the responsibility of the offeror to ensure that telephone numbers and points of contact for all references are current and accurate. The Government reserves the right to use other sources, such as the Past Performance Information Retrieval System to evaluate past performance. Past performance references are a required part of your proposal and are to be submitted prior to the Price and Technical Proposals. Your references may be contacted for clarification of their responses. Proposal Items To Be Submitted: Volume I ? Technical Proposal DUE: 12:00 PM, TUESDAY, AUGUST 22, 2006 *Not to exceed ten (10) pages, resumes and the work breakdown structure are not included in this page limitation; *A Technical and Management Plan to include: a. A thorough description of your plan and proposed methodology to perform and manage this effort; b. Performance measures that correlate with your proposed methodology; and, c. A work breakdown structure, to level 3, of the proposed methodology. *Resumes are to be provided for all proposed key personnel, including a description of their subject matter expertise, and any teaming partner key personnel. Each resume shall not exceed two (2) pages. Please note that the Government may designate certain proposed employees as Key Personnel upon award. Note: All contractor employees may be required to obtain a Department of Education security clearance. Security clearance applications must be submitted within ten (10) businesses days after award. Volume II ? Task Order Price Proposal: Please provide a fixed price proposal for each task that coincides with your proposed work breakdown structure. The Price proposal should include applicable labor categories, descriptions and hours; and any other direct costs. Travel costs will be reimbursed in accordance with the Federal Travel Regulations. Submission of Proposals: Completed Past Performance questionnaires shall be submitted via email addresses below. Evaluation Criteria: Offers will be evaluated against three (3) criteria, which are listed below: *Past Performance, based on relevance *Price *Technical approach that: a. Masterfully integrates the GAO Framework with commercial benchmarks b. Provides a solution that will deliver a practical and executable implementation plan. The Government will select the offer(s) that represents the best value; in determining best value Past Performance is significantly more important than price and technical approach. More than one award may be issued in response to this solicitation. Place of Performance: The Office of Federal Student Aid may provide a workspace and associated computer equipment for one individual for the duration of this requirement, when at our location. Otherwise, the contractor shall provide the appropriate workspace and equipment required for performance. Additional Information: 307-13 DEPARTMENT SECURITY REQUIREMENTS (JUNE 2006) The Contractor and its subcontractors shall comply with Department Security policy requirements as set forth in: A. The Statement of Work of this contract; B. The Privacy Act of 1974 (P.L. 93-579, U.S.C. 552a); C. The U. S. Department of Education Handbook for Information Assurance Security Policy, OCIO-01 (March 2006); and D. The U.S. Department of Education Departmental Directive OM:5-101, Contractor Employee Personnel Security Screenings. The Contractor may request copies of the above referenced documents by contacting the Contract Specialist via phone at 202-377-3014 or via e-mail at deborah.bowers@ed.gov. Contractor employee positions required under this contract and their designated risk levels: High Risk (HR), Moderate Risk (MR), Low Risk (LR). All contractor employees must undergo personnel security screening if they will be employed for thirty (30) days or more, in accordance with Departmental Directive OM:5-101, Contractor Employee Personnel Screenings. The type of screening and the timing of the screening will depend upon the nature of the contractor position, the type of data to be accessed, and the type of information technology (IT) system access required. Personnel security screenings will be commensurate with the risk and magnitude of harm the individual could cause. The contractor shall: *Ensure that all non-U.S. citizen contractor employees are lawful permanent residents of the United States or have appropriate work authorization documents as required by the Department of Homeland Security, Bureau of Immigration and Appeals, to work in the United States. *Ensure that no employees are assigned to High Risk designated positions prior to a completed preliminary screening. *Submit all required personnel security forms to the Contracting Officer's Representative (COR) within 24 hours of an assignment to a Department contract and ensure that the forms are complete. *Ensure that no contractor employee is placed in a higher risk position than that for which he or she was previously approved, without the approval of the Contracting Officer or his or her representative, the Department Personnel Security Officer, and the Computer Security Officer. *Ensure that all contractor employees occupying High Risk designated positions submit forms for reinvestigation every five (5) years for the duration of the contract or if there is a break in service to a Department contract of 365 days or more. *Report to the COR all instances of individuals seeking to obtain unauthorized access to any departmental IT system, or sensitive but unclassified and/or Privacy Act protected information. *Report to the COR any information that raises an issue as to whether a contractor employee's eligibility for continued employment or access to Department IT systems, or sensitive but unclassified and/or Privacy Act protected information, promotes the efficiency of the service or violates the public trust. *Withdraw from consideration under the contract any employee receiving an unfavorable adjudication determination. *Officially notify each contractor employee if he or she will no longer work on a Department contract. *Abide by the requirements in Departmental Directive OM:5-101, Contractor Employee Personnel Screenings. Further information including definitions of terms used in this clause and a list of required investigative forms for each risk designation are contained in Departmental Directive OM:5-101, Contractor Employee Personnel Screenings. Failure to comply with the contractor personnel security requirements may result in a termination of the contract for default.
