- THIS NOTICE IS FOR INFORMATION ONLY ? The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with the National Committee for Quality Assurance (NCQA), 2000 L Street NW, Suite 500, Washington, DC 20036-4938. The purpose of this procurement is to develop a set of nationally recognized quality performance measures in HIV/AIDS care and primary care and treatment in the outpatient setting using the Health Plan Employer Data and Information Set (HEDIS). NCQA, the proprietor of HEDIS, is a private, not-for-profit organization that has refined the process of health care performance measurement since the mid-1990s and has addressed health issues such as cancer, heart disease, diabetes, and asthma. NCQA has worked with a variety of governmental and nongovernmental national organizations to develop quality performance measures. This procurement shall be processed in accordance with the Federal Acquisition Regulations Part 13, Simplified Acquisitions. The period of performance for this project is one (1) year. In accordance with FAR 13.106-1, a Justification for Other than Full and Open Competition is on file. The NAICS code is 541611. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.601-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS ANNOUNCEMENT IS FOR INFORMATION PURPOSES ONLY.
