Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is RFQ60051 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. Delivery and acceptance will be at the NIH/NIMH/DIRP, Laboratory of Brain and Cognition, 9000 Rockville Pike, Building 49, Room 1B80, Bethesda, MD 20892. The National Institute on Drug Abuse on behalf of the National Institute on Mental Health has a requirement for the construction of flattened maps Over the past year the Laboratory of Brain and Cognition has acquired data from two separate anatomical experiments that require reconstruction of these flattened maps. LBC has studied the anatomical connections of the medial prefrontal cortex (Brodmann areas 24, 25 and 32) in 6 adult monkeys. In each case, a flattened map for each hemisphere of the entire cortical surface is need. The data (labeled terminals) needs to be plotted onto these maps. LBC is continuing the comparative study of the brains of monkeys, chimpanzees, and humans. Flattened maps of 4 chimpanzees and 6 human brains (one that is a special that includes multiple tracing) are needed. The following flattened maps are needed: Twelve (12) Two - Dimensional flattened maps of Monkeys Four (4) Two - Dimensional flattened maps of Chimpanzees Five (5) Two - Dimensional flattened maps of humans And One (1) Two ? Dimensional flattened map of a human with multiple tracers The estimated time to complete this project is 1 year to include 24 weeks for the construction of flattened maps of 6 adult monkeys and 28 weeks for the construction of flattened maps of 4chimpanzees and 6 human brains. Quotations will be evaluated on the following criteria: 1. Past performance : past experience with construction of flattened maps of monkeys, chimpanzees, and human cortexes 2. Ability to meet delivery dates. 3. Demonstrated experience with anatomical connections of the medial prefrontal cortex. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The quotations are due August 14, 2006 3:00 PM EST and will be submitted to Idella M. Simpson, Procurement Assistant, 31 Center Drive, Room 1B59, and Bethesda, Maryland 20892.
