Description
REQUEST FOR INFORMATION RFI 200-051-6-NC ADULT COMMUNITY BASED CLINICAL SERVICES RESPONSE DATE: AUGUST 22, 2006 TO ALL INTERESTED PARTIES: This announcement is posted as a request for information only, for an upcoming Request for Quotation (RFQ) that will be posted in FedBizOpps. This request for information is issued to determine whether or not there are qualified sources that will be able to meet the requirements. The RFQ will be for adult community based clinical services to provide assistance to male and female Federal offenders held under the authority of United States Statutes with medical and mental health disorders during their transition from prison to the community located within the St. Louis, Missouri area. The service provider?s program will include, but not limited to: identification and coordination with health care providers in the area who will provide medical and mental health treatment at no cost to the inmate; consultation with Residential Reentry Centers (RRC)/Comprehensive Sanctions Center (CSC) staff regarding medication and treatment compliance and management of mental health disorder; crisis intervention and support to RRC/CSC staff; links to services to assist in gainful employment, job training, academic and vocational training (if appropriate); education on appropriate center behavior and self-management of disorder; substance abuse treatment; assistance with securing post release residence and community adjustment; and assistance in obtaining SSI benefits as indicated by the inmates? needs. The service provider shall provide clinical case management services, performed by a clinical licensed social worker in the State of Missouri or an individual with an equivalent degree and licensure in the State of Missouri in Social Services. The service provider will be responsible for all clinical case management functions relative to the medical and mental health needs of the inmates in the RRC/CSC, and serve as the subject matter expert for mental health issues that arise involving these inmates. Services provided will include assessment and development of a services plan and coordination and monitoring of compliance with such service plan. The initial assessment will be conducted at the RRC/CSC. The requirements are as follows: BASE YEAR Estimated Number of Inmates: 90 Assessment and Development of Service Plan (90 Inmates for 2 Units = 180 Services Units) Coordination and Monitoring of Service Plan (90 Inmates for 4 Units = 360 Service Units) OPTION YEAR ONE Estimated Number of Inmates: 90 Assessment and Development of Service Plan (90 Inmates for 2 Units = 180 Services Units) Coordination and Monitoring of Service Plan (90 Inmates for 4 Units = 360 Service Units) OPTION YEAR TWO Estimated Number of Inmates: 90 Assessment and Development of Service Plan (90 Inmates for 2 Units = 180 Services Units) Coordination and Monitoring of Service Plan (90 Inmates for 4 Units = 360 Service Units) OPTION YEAR THREE Estimated Number of Inmates: 90 Assessment and Development of Service Plan (90 Inmates for 2 Units = 180 Services Units) Coordination and Monitoring of Service Plan (90 Inmates for 4 Units = 360 Service Units) The anticipated period of performance is November 1, 2006 through October 31, 2010, if all option years are exercised. What experience does your agency have in adult community based clinical services? 2. What is the size (small, large, non-profit, etc.) and status (8a, veteran-owned, service-disabled veteran-owned, HUBZone, SDB, woman-owned, etc.) of your organization? 3. What experience does your agency have working with law enforcement agencies, community corrections centers (halfway houses), or work release programs? 4. What are the requirements for an individual to provide adult community based clinical services in the St. Louis, Missouri area? 5. How does your agency provide referral agents documentation of services rendered? 6. Would your agency have problems obtaining and maintaining qualified staff? 7. Are there any state regulations that prohibit disclosure of client? 8. Does your agency have internet capabilities, a FAX machine and answering services or machines? 9. Do you feel a pre-solicitation conference would provide any assistance in clarifying the requirement for this area? If so, explain how it would be helpful. 10. Are there innovations in the area of adult community based clinical services that the BOP could benefit from and if so, what are they?
