Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Quotation (RFQ) by the Little Rock District, Corps of Engineers, PO Box 867, Little Rock, AR 72203-0867. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09. The NAICS code for this acquisition is 532412 and the size standard is $6.5 million. This solicitation is being set aside for small business. Quotations are due on 23 August 2006 by 2:00 p.m. Central Time. Bids are to be mailed to the Corps of Engineers, Little Rock District, 700 West Capitol Avenue Room 7315, Little Rock, AR 72201. Award will be based on Best Value which represents the Governments best interest. Your quote will be submitt ed for a total bid price with a cost break down of all services required. CLIN 0001 Provide all equipment and labor required to perform a Contract Lift Service in accordance with the following specifications. SPECIFICATIONS FOR: CONTRACT CRANE LIFT SERVIC E GENERAL: Contractor shall provide all equipment and labor required to perform a Contract Lift Service for the Montgomery Point Closure Structure components listed in these specifications. Lift service will include contractor selection, delivery, and set up, prior to performing lift service, along with take down and removal, upon completion of contract, of proper capacity crane or cranes. Contractor shall development all crane lift plans, oversee and coordinate all crane lifts and furnish crane operator a nd a qualified person to use Standard Crane and Derrick Signals to direct the operator and equipment at all times. Contract lift service will involve removal of components from barge and placement of the components over a 6ft perimeter fence onto concrete cribbing pads, inside a fenced compound. Attached aerial photo shows fenced compound area with simulated location of barge and measured distance from top of bank to fence and top of bank to barge. Distances will vary slightly as barge is moved along bank t o facilitate unloading and placement of components on designated cribbing pads in compound. Number of components, weights, dimensions and distances to cribbing pads from fence are listed in the specifications below. Estimated time frame for unloading and placing components is 10 to 14 days. Once operation begins, work hours will be 10 to 12 hours per day, 7 days per week until completion. Dates for performing Contract Lift Service are dependent upon completion of concrete cribbing and previous scheduled re pair operations requiring the government crew and towboat. Contract lift Service will be scheduled and performed between 1 Aug 06 and 30 Sept 06 time frame. SITE VISIT: While it is not mandatory, it is the bidders responsibility to visit the job site to familiarize themselves with all aspects of the required lift operation. Compound area (Montgomery Point Lay down area) is located at: 296 Wilbur D. Mills D am Rd, Tichnor, AR. Components to be unloaded are located at: Pine Bluff Marine Terminal, 4001 Port Rd, Pine Bluff AR. Site visits may be scheduled Monday thru Thursday, from 0700-1730. Cranes will be inspected by Government Representative upon arrival at job site and pri or to performing Crane Lift Service. Safety and Health Requirements Manual will be provided to successful bidder. If interested parties need a Safety and Health Requirements Manual to complete bid package, copies may be viewed at the Pine Bluff Marine Ter minal, 4001 Port Rd, Pine Bluff, AR. GOVERNMENT FURNISHED EQUIPMENT AND LABOR: The Government will furnish a Towing Vessel and crew to deliver and tend barges while contractor is performing Contract Lift Service. Government will have personnel on site to assist in rigging of components for lift service and handling of tag lines, if required. All lifting beams and rigging for connection to components are available and will be furnished by the government.
