Description
NASA/GSFC intends to contract, on a sole source basis, with the Laboratory for Atmospheric and Space Physics (LASP) of the University of Colorado, Boulder, CO for the Implementation Phase of the X-Ray Sensor (XRS) and Extreme Ultra Violet Sensor (EUVS) instruments that are to fly on the Geostationary Operational Environmental Satellites (GOES) R series of weather satellites. The XRS instrument detects the beginning, duration, and magnitude of solar X-ray flares for use in space weather forecasting. The EUVS monitors the solar EUV flux in the 5-127nm range to provide data to assess affects on radio communication, navigation and satellite drag. LASP is the only known source. LASP and its team member Lockheed Martin Advanced Technology Center (LMATC) Palo Alto, CA, were the only source to respond to NASA's request for proposal for the Formulation Phase of the XRS, EUVS and Solar Ultra Violet Imager (SUVI) requirement, and receive award for that phase. The combination of the XRS/EUVS and SUVI make up the Solar Imaging Suite (SIS) instruments. To be considered a viable source for Implementation of the XRS and EUVS instruments, a non-Formulation Phase contractor must demonstrate that it has a comparable level of instrument design maturity. To date, no contractor, other than LASP, has demonstrated that it has performed the equivalent of the Formulation Phase requirements and achieved a comparable level of instrument design maturity. The statutory authority for Other Than Full and Open Competition is 10 U.S.C. 2304(c)(1). The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 23, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
