Description
Centers for Disease Control and Prevention (CDC) intends to enter into a contract for the development of new or improved influenza virus Point-of-Care (POC) diagnostic tests to an advanced stage development and facilitate early commercialization. Products for influenza testing should have high sensitivity and specificity, along with reliability, ease of use, low-cost, stability, and practicality for point-of-care use. These tests should have capability to detect all influenza viruses and initially differentiate influenza A (H5N1) viruses from other influenza A viruses, and be sufficiently quick and simple to provide preliminary results to healthcare providers within 30 minutes of collecting samples from persons with influenza-like illness. The candidate test design should also permit capability to expand or modify biomarkers that are detected to enable adaptation for other novel influenza A viruses that may cause a pandemic. Because of the uncertainty associated with appropriate sampling for pre-pandemic detection of novel influenza A viruses such as H5N1, the test system should also be adaptable to multiple sample types. The completion of the work proposed in the contract should lead to availability of a diagnostic test product that provides improved sensitivity for detection of seasonal human influenza viruses in upper respiratory tract specimens, and also to differentiate H5N1 causing current human infections from seasonal human influenza viruses in both upper and lower respiratory tract specimens. Because other novel influenza A viruses may also cause human infections at any time, the product must be easily modified or adapted to detect those emerging viruses. Independently and not as an agent of the government, the Contractor shall furnish all the necessary services, qualified personnel, materials, equipment, and facilities not otherwise provided by the government as needed to perform the work described above. Incremental funding for a cost-reimbursement type contract will be provided to support this effort. A pre-proposal meeting/conference will be held prior to the due date for the receipt of proposals. The date, time, and location for the pre-proposal meeting will be included in the solicitation. RFP 2006-Q-08478 will be available on or about May 15, 2006. The solicitation can be accessed through the internet at: http://www.fbo.gov. Any amendment issued to the solicitation will also be made available at the same website. It is the contractor’s responsibility to keep up with additional postings regarding this RFP on the FedBizOpps website. Full and open competition will be used in soliciting offers for this requirement. This procurement is not set-aside for small business.
