Description
The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB), Office of Contracts, Simplified Acquisitions Branch (M/CON/SA) intends to solicit, negotiate and award a Purchase Order (Contract) on a sole source basis with Communications & Power Industries, Inc. (CPI) Satcom Division, 2045 Route 35 South Amboy, NJ 08879 for the replacement parts and labor to repair a 2.25 kW CPI, High Power Amplifier. The NAICS code is 811213. The following contract line item will be procured to repair CPI Model Number VZC6965B2: Item 1. 103034500, Traveling Wave Tube (TWT), Quantity: 1 Each; Item 2. 101974202, Linearizer Kit, Quantity: 1 Each; Item 3. 101834101, O/P Component, Quantity: 1 Each; Item 4. 101834502, Blower, Quantity: 1 Each; Item 5. Labor. Quantity: 1 Service. The statutory authority permitting other than full and open competition that is applicable than full and open competition ?When the supplies or services required by the agency are available from only one responsible source? and FAR Subpart 6-302-1(b)(4), 41 U.S.C 253 (c) (1); which permits other than full and open competition ?When the agency head has determined in accordance with the Agency?s standardization program that only specified makes and models of technical equipment and parts will satisfy the Agency?s needs for additional units or replacement items, and only one source is available.? The equipment being repaired is part of the Agency?s approval standardization program for use in the Agency?s Telecommunications Satellite Interconnect System (SIS). This notice of intent is not a request for competitive price quotations or proposals. Interested firms or persons may identify their interest and capability to respond to this requirement. The Government must receive all such statements of interest by 3PM EST, Friday, August 18, 2006 and shall reference RFQ No. CON-06-0040 to be considered. Oral submission of interest and capabilities will not be considered. A determination by the Government not to compete this proposed purchase order (contract) based upon responses to this Notice is solely within the discretion of the Government. Any information received from interested firms/persons responding to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
