Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 03-349B-6-6221 is being issued as a request for quotation. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. The North American Industry Classification System code for this procurement is 334516 and the small business size is 500. *** THIS IS A TOTAL SMALL BUSINESS SET-ASIDE. *** Contractors are responsible for reading and complying with this entire combined synopsis/solicitation and monitoring website, http://www.fedbizopps.gov for any additional information relating to this requirement. The USDA, Appalachian Farming Systems Research Center (AFSRC) requires a Contractor to furnish, deliver, and install one (1) new Soil Respirometry System with the specifications identified below. The System will be used to monitor soil respiration of CO2, DOX, and CH4 in incubation studies. SCOPE OF WORK - The USDA, AFSRC requires one new Soil Respirometry System to be furnished, delivered, and installed at the USDA, AFSRC facility in Beaver, West Virginia, in accordance with the terms, conditions, and specifications contained in this document. The Government will be responsible for supplying the following: (a) Computer Operating System; and (b) Respiration Chambers. (A.1) SCHEDULE OF ITEMS -- Contractor shall provide a separate price for each line item. LINE ITEM 0001 -- One (1) each Soil Respirometry System that shall be in accordance with the following specifications and requirements: Soil Respirmetry System shall (a) Be a stop flow system; (b) Be capable of sampling a minimum of 24 respirometry chambers with the capability of expanding to 30 chambers; (c) Include all necessary components to operate on a pumped air supply and include a scrubber and desiccator; (d) Measure soil respiration of DOX over the range of 1 to 100% with a minimum resolution of 1ppm; (e) Measure soil respiration of CO2 over the range of 0 to 2000 ppm with a minimum resolution of 1 ppm; (f) Measure soil respiration of CH4 over the range of 0 to 10% with a minimum resolution of 1 ppm; (g) Include data collection software compatible with Microsoft Excel; (h) Be a laboratory benchtop system capable of running on 120 volts AC current; (i) Have a minimum of a one year on-site warranty to include Parts, Labor, and Travel Expenses, (PROVIDE COPY OF WARRANTY WITH QUOTE). (j) Be delivered FOB DESTINATION to: USDA, ARS, Appalachian Farming Systems Research Center (AFSRC), 1224 Airport Road, Beaver, West Virginia 25813. LINE ITEM 0002 - - On-site Installation and Training at 1224 Airport Road, Beaver, West Virginia 25813. (Schedule to be approved by the Government point of contact and be completed within 30 days of delivery.) The contractor shall provide installation and training for a minimum of six trainees for a period of three eight hour days. The training shall provide a thorough demonstration of all equipment functions, maintenance, data administration, and troubleshooting. (A.2) PRODUCT LITERATURE - - Quotations shall include the make and model of the product(s), manufacturer sales literature or other product literature, which CLEARLY DOCUMENTS that the offered product(s) meet or exceed the specifications stated above. (A.3) SHIPPING, DELIVERY, INSTALLATION, TRAINING - - Delivery shall be made in accordance with FAR Clause 52.247-34, F.O.B. Destination. Contractor shall coordinate installation and training dates / time with the Government point of contact. Shipment shall be to: USDA, ARS, Appalachian Farming Systems Research Center (AFSRC), 1224 Airport Road, Beaver, West Virginia 25813. Delivery and Installation shall be within the hours of 8:00 a.m. to 4:30 p.m., Monday through Friday, excluding Federal holidays. SHIPPING and DELIVERY shall be completed within 90 days after receipt of purchase order. INSTALLATION and TRAINING shall be completed within 30 days after delivery.
