- The Agency of Substance Abuse and Mental Health Administration (SAMHSA), through the Division of Acquisition Management (DAM), Program Support Center (PSC), intends to award a 12 month sole source contract using simplified acquisition procedures to James Haveman, 12471 Jansma Drive, Grand Haven, MI 49471. The anticipated date of award is August 28, 2006. The goals of this contract is are to enable SAMHSA to continue to provide, significant and on-going expertise to Iraq that is not only comprehensive and up-to-date, but is also based on a full understanding of the overall health system Iraq is trying to reestablish, including the successes and failures of current US government assistance in that effort. All work under this project shall be monitored by the Government Project Officer (GPO). All reports, planning documents, or other materials produced under this project shall be the property of the Federal government, which includes the Substance Abuse and Mental Health Services Administration (SAMHSA). SAMHSA may utilize, print or disseminate such material without further charge. Task 1- The contractor shall meet with the GPO and other staff as designated by the GPO to discuss and identify a specific set of deliverables and timeline, all geared toward helping Iraq at this moment, after two Action Planning Conferences, and with a new four year government, re-establish mental health services that are integrated with primary care and that address the current needs of the Iraqi people (including on-going trauma.) Task 2 - Provide a ?debriefing? to SAMHSA?s Administrator, the GPO, and the SAMHSA Planning Group in late September or October 2006 to propose next steps for the remainder of FY 2006 and FY 2007 in SAMHSA?s efforts to assist Iraq. Task 3- Continue to work with the GPO and the Planning Group on Iraq Mental Health, chaired by SAMHSA Task 4 Help the GPO and Workgroup on Afghanistan Mental Health, develop and shape SAMHSA assistance to Afghanistan that focuses on activities that will both benefit Afghans and demonstrate the importance and cost effectiveness of behavioral health services in Afghanistan. Deliverables: Task 1 - Within 1 week of EDOC; Task 2 - Within 1 month of EDOC; Task 3 - Initially, within 3 weeks of EDOC, and continuing; Task 4 - Within 6 weeks of EDOC and continuing The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
