Description

The 12th Contracting Squadron at Randolph AFB TX herby gives notice of its intention to award a sole source purchase order to Hologic, for the acquisition of a preventative maintenance program for the Hologic Digital X-Ray System, Model Epex Gold Service Type under Simplified Acquisition Procedures. This announcement constitutes the only notice. The contractor shall provide all personnel, equipment and facilities necessary to maintain the Hologic X-Ray System. JUSTIFICATION AND APPROVAL (J & A) FOR OTHER THAN FULL AND OPEN COMPETITION DEPARTMENT OF THE AIR FORCE 12TH CONTRACTING SQUADRON RANDOLPH AFB TX 78150-4525 (a)(1) Agency: 12 MDG/SGSAR 681 3rd Street West, RM 1 Randolph AFB TX 78150-4424 Contracting Office: 12CONS/LGCA 395 B Street West Suite 02 Randolph AFB TX 78150 (a)(2) NATURE AND/OR DESCRIPTION OF ACTION: 12MDG is requesting a preventive maintenance agreement for Hologic digital X-ray System, Model Epex Gold Service Type. It is being requested to fix existing technical malfunctions and prevent further ones from occurring therefore extending the life expectancy of unit. (a)(3) Description of Services Required: The service contract states that Hologic will furnish all parts, tools, material, labor, facilities and transportation necessary to pick-up, teardown, inspect, quote and repair the Hologic Epex unit. The total quote for this service agreement is $39K to maintain a unit valued at or above $120,000.00. (a)(4) Statutory Authority: Section 201 of the Federal Property and Administrative Services Act of 1949 (40 U.S.C. 501). (a)(5) Rationale Supporting Use of Authority Cited: Hologic is the manufacturer for the currently installed Hologic Epex System. This company also has all parts and software necessary for this unit. They also have specialized trained technicians that install, maintain, and repair Hologic units and digital units. Hologic is also the sole proprietary of the Digital Ray (DR) software used for the Epex system, this alone is valued at $40K if needed to be replaced. (a)(6) Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether CBD notice was or will be publicized: N/A (a)(7) Determination of fair & reasonable costs: N/A (a)(8) Description of market research conducted: N/A (a)(9) Other factors supporting the use of other than full and open competition: Hologic Epex system was installed by Hologic in 2002 and has also been the company called to repair and maintain the current unit. As mentioned above, they have the tools and software for the current system and also have sole ownership of the DR software used for current system. (a)(10) List of Sources, if any that expressed an interest in any future associations: N/A (a)(11) A statement of actions that, if any, the agency may take to remover or overcome any barriers to competition before any subsequent acquisition for the supplies or services required. 12 MDG/SGSAR will continue to review the market place for possible future competition to meet later requirements. We will stay abreast of market changes to avoid sole source buys in the future.
