Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE. THE GOVERNMENT INTENDS TO SOLICIT/NEGOTIATE/AWARD ON A SOLE SOURCE BASIS WITH ACTION TARGET, INC., PROVO, UT, UNDER THE AUTHORITY OF FAR 6.302 and 10 U.S.C. 2304 (c) (1). The U.S. Army Tank-automotive and Arma ments Command (TACOM) intends to award a Firm Fixed Price contract for the procurement of one Military Operations on Urbanized Terrain (MOUT) range package, known commercially as a Modular Armored Tactical Combat House (MATCH) shoothouse at Fort Riley, KS to Action Target, Inc. (ATI) under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements. Action Target is the only company able to meet the Governments requirement for a MOUT identical to the one Action Target installed at Camp Butler, Iraq a MATCH system proprietary to ATI. The Government does not have data rights to the MATCH and has not developed performance specifications to obtain MOUT ranges competitively. No MOUT layouts or flo or plans are available for distribution and additional site visits would be time and cost prohibitive to the Government. The Fort Riley MATCH will be used to train US soldiers assigned to a critical program designed to train advisors to the Iraqi Army and thus must be identical to the facility used at Camp Butler, Iraq. This notice of intent is not a request for proposals and no solicitations will be forthcoming. A determination by the Government not to compete this proposed contract is solely at the discre tion of the Government.
