Description
This serves as a ?Notice of Intent? to award a sole source delivery order to Verizon Wireless, Inc. to provide wireless equipment to improve wireless calling within a GSA HQ-Fairfax Facility located within the Verizon Wireless system. The acquisition is for the General Services Administration Federal Acquisition Service (FAS) Office of the Chief Information Officer (OCIO). GSA/FAS OCIO plans to negotiate with Verizon to purchase 2 Donor Antennas; 2 bi-directional amplifiers and 4 coverage antennas as commercial items. There is a lack of wireless coverage for Verizon cellular and Verizon data (Blackberry) devices in FAS leased space at Fairfax, Virginia. The building is a "green building" and has insulation film on the windows, and foil backing on the ceiling tiles. This severely affects wireless communications to the point of wireless being grossly limited, or non-existent. Most areas in this building do not receive wireless coverage, so Verizon cellular voice and Verizon data (Blackberry) devices are usually inoperable unless the devices are taken outside of the building. The lack of in-building wireless coverage limits communication. It is not possible to solicit offers from numerous potential sources because the Verizon signal transmission is proprietary and can be obtained from only one vendor, Verizon. Market research was conducted by the Government. On the basis of the research, the Government must first obtain permission from the cellular/data carrier to receive and amplify the Verizon proprietary signals. The period of performance is delivery within 1 week and maintenance upgrades for one base year, with three, one-year option periods to be exercised at the Government?s discretion [FAR 52.232-19, Availability of Funds for the Next Fiscal Year, applicable].
