Description
The Uniformed Services University of the Health Sciences (USUHS), Bethesda, MD requires a ciruclar dichroism spectrometer with a thermoelectric cuvette holder. The spectrometer will be used to measure average secondary structure and backbone protein dynamics. The data will yield insights into important molecular recognition events relevant to HIV infection and propagation. The contractor shall provide the spectrometer with the following specifications: -The Circular Dichroism Spectrometer must record circular dichroism as a function of wavelength, time, temperature and concentration. -Focusing optics to allow use with micro cells. Right and left circularly polarized light is produced by a 50 kHz photoelastic modulator. -Light Source Air cooled 150 Watt suprasil Xenon lamp controlled by high stability, constant current, DC power supply. -Protein Analysis Secondary Structure Estimation software included. -Includes software for instrument control, data acquisition and processing, operating in a window environment. Wavelength Range: 165 nm to 900 nm. Optional to 1200 nm Stray Light: Less than 0.005% at 200 nm, less than 0.1% over operating limits. Slit Program: Constant bandwidth from 0.01 to 12 nm. Automatic slit closure option to protect sample and optics from UV light. Baseline Drift: Less than +/- 0.05 mdeg per hour after warm-up, providing environment is held at 24?C +/- 2?C. Baseline: baseline subtraction using separate data set. PHOTOMETRIC ACCURACY ? 0.01 AU (0.005 typical). Photometric accuracy: ? 0.01 AU (0.005 typical). Sensitivity: 0.001 millidegrees to 0.2 millidegrees (depending on hardware range). WAVELENGTH DRIVE software selectable wavelength step. Slew speed is approximately 750 nm/min. FULL SCALE HARDWARE RANGE ? 1 millidegrees to ? 5 degree. NOISE REDUCTION by integration and/or repetitive scanning. SAMPLE COMPARTMENT open ended for mounting of available sample accessories, reduced nitrogen volume. Data cannot be skewed by selecting improper scan speed. Temperature software control of thermoelectric device to maintain constant sample temperature, generate rising or falling temperature steps. Records CD versus temperature at fixed wavelength, temperature versus time, temperature versus spectra, two wavelength T melt. Slow Kinetics records CD vs. time at fixed temperatures or vs. a temperature ramp. Titration - automated titration system option allows repeated injections of titrant under computer control. Possible experiments are ligand titration and solute induced denaturation. Handles large volume exchanges. Macro language programming for customized linking of experimental modes to perform unique multidimensional experiments. DATA ANALYSIS -Direct transformation of all common math operations. -Data fitting, linear regression to common models. -Statistics, residuals, standard deviation, mean, median, smoothing. -Baseline correction, molar ellipticity, and absorbance calculations. -Data can be exported to in ASCII for data analysis and presentation graphics of third party software. Protein Analysis: Secondary structure estimation software that contains multiple programs organized in a single source. Data System: Pentium PC, current model, Network Ready Windows XP operating system, hard disk, DVD R/W 3 1/2" floppy disk drive serial port, parallel port, 17 inch flat screen monitor, keyboard, mouse multiple analog data acquisition channels and extended multiport RS 232 communications. A table for mounting spectrometer and provision for power supplies and data system. The thermoelectric Cuvette Holder (single cuvette) has a rate of change adjustable from 0.1 degree per minute to 20 degrees per minute. Temperature range -10 to +110 degrees C; Resolution +/- 0.01 degrees C; Accuracy +/- 0.1 degrees C; Stability +/- 0.03 degrees C; cuvette pathlength up to 10 mm.; needs to include two temperature measurement probes: a probe in the cell holder wall and a heat sink safety probe. Required flow rate: 2 liters/min. Pressure: between 20-30 psi. This notice is a combined synopsis/solicitation for commercial items prepared in accordance withFAR 13, Simplified Acquisition Procedures utilizing best value analysis. This announcement constitutes the solicitation; quotes are being requested and a written solicitation will not be issued. Amendments and/or additional information will be posted on the FedBizOpps, www.eps.gov. As a reminder, offerors are responsible for monitoring the website for possible amendments and/or additional information. This combined synopsis/solicitation is a request for quotes (RFQ). This notice is being used as request for quote for: CLIN 0001: Circular Dichroism Spectrometer - Quantity/unit of issue: 1 each and CLIN 0002: Thermoelectric Cuvette Holder (single cuvette) - Qty./unit of issue: 1 each. All interested parties shall submit a quote that is valid through September 30, 2006 to the assigned Contract Specialist by August 25, 2006 - 2:00 p.m. EST. The following clauses apply to this acquisition: FAR Clause, 52.212-4 - Contract Terms and Conditions-Commercial Items and 52.212-5 - Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Cmmercial Items are hereby incorporated by reference. Telegraphic or facsimile offers are acceptable. Any resulting order will be issued to the company offering the best value to the Government, price and related related factors and technical capability considered. Technical Capability: Technical capability will be based on product literature, technical features and/or warranty provisions. Each offeror is required to submit descriptive literature, or other documentation, manufacturer or brand name and model of the item, and show how the offered product meets or exceed the requirements as specified in the Specifications; 2) Price: Price includes all equipment, software, warranty costs, discount terms, and transportation. Evaluation will be determined solely on the content and merit of the information submitted in response to this requirement. Therefore it is essential that offerors provide sufficient technical literature, documentation, etc. in order for the Government evaluation team to make an adequate assessment of the quote as meeting technical acceptability.
