STATEMENT OF WORK SURVEY, AIR MONITORING AND ANALYSIS FOR CONCENTRATIONS OF AIRBORNE ASBESTOS FIBERS ABOARD MARAD SHIPS AT THE SUISUN BAY RESERVE FLEET INTRODUCTION The Maritime Administration, Suisun Bay Reserve Fleet, Benicia, California, requires the services of a Primary Industrial Hygiene Firm (Contractor) to conduct (1) monthly visual walk through survey/inspection on board ships to identify the location and condition of suspected asbestos-containing materials; (2) monthly asbestos air monitoring of Suisun Bay Reserve Fleet employees in the performance of their work tasks; (3) monthly asbestos monitoring of work areas onboard designated MARAD ships; and (4) bulk sampling. The Primary Contractor is also required to have the capability and resources to conduct the analysis of airborne asbestos fibers collected during the monitoring. SCOPE The Primary Contractor will provide all labor, supervision, equipment and material to perform all industrial hygiene services described in this Statement of Work. Provide personnel to conduct the monthly asbestos surveys and asbestos air monitoring who shall be qualified to perform the required services and knowledgeable in acceptable asbestos handling and monitoring practices. All monitoring, field work and documentation (observations and activities) shall be performed under the supervision of the on-site American Board of Industrial Hygiene (ABIH), Certified Industrial Hygienist (CIH). The CIH, an employee of the Primary Contractor, shall serve as the Primary Contractor's Project Manager and shall be licensed in California as an Asbestos Project Monitor, Inspector, Management Planner, and certified in current microscopy analytical methodologies (NIOSH 582). The CIH must also have experience in asbestos surveillance, data interpretation and final report development. Final conclusions, observations, and recommendations shall reflect the CIH's evaluation of monitoring data, activity logs, and laboratory analysis reports. The CIH must be on-site at all times while the surveys and asbestos sampling procedures are being conducted. A minimum of two (2) contractor personnel shall be provided for each monthly project. Contractor personnel shall possess current California asbestos project monitor licenses in order to conduct air monitoring activities. The Primary Contractor is required to perform over 50% of the work required by this contract. SAMPLING PROCEDURES All samples shall be collected in accordance with Federal, State, and Local standards and requirements and with industrial hygiene acceptable professional methods/procedures. The most recent edition of any relevant regulation, document or code shall be the one in effect for the purpose of this contract. Where conflict among the requirements or with these specifications exists, the most stringent requirements shall be utilized. EXPOSURE MONITORING - EMPLOYEES The Contractor shall conduct monthly asbestos exposure monitoring of four (4) Suisun Bay Reserve Fleet employees who are performing work tasks (on board ships) required by their position. The personal air sampling is being conducted for the purpose of establishing asbestos fiber concentrations during normal fleet activities. The total number of employees to be monitored for the year, conducted on a monthly basis from Sept1, 2006 to August 31, 2007 is forty-eight. During the course of the year, personal monitoring will be conducted on fleet personnel while performing their routine work tasks in order to determine 8-hour-time weighted averages. A minimum of two (2) personal breathing zone samples for potential asbestos 8-hour TWA exposure (taken over a full-work shift) shall be conducted on any given ship. Sampling volume shall be sufficient for a detection limit equal to or less than 0.01 f/cc. Analysis shall be done in accordance with NIOSH Method 7400, Revision 3. All asbestos personal samples (employee exposure monitoring) shall be collected following the procedures specified in Appendix A to 29 CFR 1915.1001. The sampling method described in the appendix represents the elements of the available monitoring methods, e.g. National Institute of Occupational Safety and Health (NIOSH) Method 7400. In conducting the asbestos air sampling, determinations of employee exposures shall be made from the breathing zone air samples (i.e. attached to or near the collar or lapel near the worker's face) that are representative of the 8-hour time-weighted average (TWA) and 30-minute short-term exposures of each employee. The airborne monitoring shall be conducted in representative areas occupied by fleet employees who are performing work tasks required by their position. Representative 8-hour TWA employee exposures shall be determined on the basis of one or more samples representing full-shift exposure each employee in each job classification in each work area. Representative 30-minute short-term employee exposures shall be determined on the basis of one or more samples representing 30 minute exposures associated with operations that are most likely to produce exposures above the excursion limit for each job classification in each work area. The Contractor shall prepare individual notification letters for each fleet employee sampled during the monthly asbestos air monitoring. The letter shall contain the results of the employee's asbestos exposure monitoring performed under this contract. Suisun Bay Reserve Fleet shall receive the letters within 15 calendar days after completion of the monthly asbestos surveys and asbestos air monitoring. Copies of the employee notification letters, as an appendix, shall be attached to the monthly asbestos surveys and air monitoring report. The Contractor is required to complete Sampling Data Sheets for the Fleet employees monitored/sampled. Copies of the Sampling Data Sheets, as an appendix, shall be attached to the Primary Contractor's monthly asbestos surveys and air monitoring report. At the discretion of the Certified Industrial Hygienist, one day of the ship's sampling may be replaced by personal monitoring of fleet personnel whose daily work activities range over a number of ships. EXPOSURE MONITORING ? GENERAL AREA The Contractor monthly asbestos exposure monitoring of two (2) ships located at the Suisun Bay Reserve Fleet. The total number of ships to be monitored for the year, conducted on a monthly basis from Sept 1. 2006 to August 31, 2007, is twenty-four (24). The interior working and living quarters of various ships will require general area (ambient) air monitoring to determine potential airborne asbestos concentrations. Each ship must have two (2) engine (machinery space) and 2 living space (accommodation area) samples taken. The exact location in each of the designated spaces will be the responsibility of the Certified Industrial Hygienist who should make the determination based on the potential for exposure. Total number of area samples will be eight (8) per month for as total of ninety-six (96) for the 12 month period. Air sampling shall be performed annually in the Suisun Bay Reserve Fleet's Administration Barge (Know as the APL). One (1) air sample shall be taken in the Administration Office, the employees' lounge room, the employees' two locker rooms and the employees' washroom for a total of five (5) samples. Sampling volume will be sufficient for a detection limit equal to or less than 0.01 fibers/cc. Analysis shall be done in accordance with NIOSH Method 7400, revision. The Primary Contractor is required to complete Sampling Data Sheets for the ships monitored/sampled. Copies of the Sampling Data Sheets, as an appendix, shall be attached to the Primary Contractor's monthly asbestos surveys and air monitoring report. BULK SAMPLING At the written request of the Fleet Program Manager, Suisun Bay Reserve Fleet, the Primary Contractor may be requested to identify the presence of asbestos containing material on board ships. For bidding purposes, assume a total of five (5) bulk samples will be taken over the twelve month period. SHIP SURVEY/INSPECTION A visual walk through survey/inspection of all accessible areas of each ship sampled will be performed by the Certified Industrial Hygienist to identify the location and condition of suspected asbestos-containing materials. A written report for each ship surveyed shall be included in the Primary Contractor's monthly asbestos surveys and air monitoring report. ANALYTICAL METHODOLOGY All samples shall be analyzed by a California licensed asbestos analytical laboratory, participating in the American Industrial Hygiene Association Proficiency Analytical Testing Programs and/or accredited by the American Industrial Hygiene Association (AIHA) for Asbestos Analytical Services. A copy of all laboratory results, along with the chain of custody, shall be attached to the Primary Contractor's monthly asbestos surveys and air monitoring report. To provide MARAD with additional services upon completion of monthly surveys to determine, evaluate, and document ambient concentrations of asbestos fibers aboard designated ships at the Suisun Bay Reserve Fleet and to provide personal monitoring of designated employees performing routine Fleet operations. It is agreed that the contractor conducting monthly asbestos air monitoring will: 1. Provide the Suisun Bay Reserve Fleet with monthly "Survey, Air Monitoring and Analysis for Concentrations of Airborne Asbestos Fibers aboard MARAD Ships/Vessels at the Suisun Bay Reserve Fleet" written reports. The reports should be provided to the Fleet within fifteen (15) calendar days from the date of completion of the monthly survey. 2. Any samples which result in concentrations that approach (e.g. 0.08 f/cc or 0.09 (f/cc) or exceeds 0.1 f/cc will be held by the testing laboratory for Transmission Electron Microscopy (TEM) analysis under a separate purchase order or agreement. Notification of this elevated concentration must be made to the COTR immediately by telephone and followed by written notification as soon as practicable. MONTHLY ASBESTOS SURVEYS AND AIR MONITORING REPORT The Primary Contractor shall prepare the monthly asbestos surveys and air monitoring report and shall provide one (1) original and one electronic copy (on CD) of the monthly report to the Fleet Program Manager, Suisun Bay Reserve Fleet, within fifteen (15) working days after completion of the monthly asbestos surveys and monitoring. The report, as a minimum, shall contain the following information/data: Narrative Report: Purpose Scope Survey Results Observations Discussion of Results Conclusions Recommendations Sampling & Analytical Methodology Appendixes: Summary of Data Daily Activity Log Sample Data Sheets (copies) Employee Notification Letters (copies) Analytical Laboratory Results (Reports of Airborne Asbestos Analysis (copies) Certification and accreditation of the Primary Contractor (copies) Certification and accreditation of each contractor employee participating in this project The monthly report shall also contain explanations of any unusual or unexpected asbestos monitoring results or of the walk through surveys. The format of the monthly reports including size, binding, covers etc., shall be consistent with accepted professional practices after acceptance by the Fleet Program Manager, Suisun Bay Reserve Fleet. Variations in this format shall have the prior approval of the Fleet Program Manager, Suisun Bay Reserve Fleet. The monthly reports shall be signed, sealed and dated by the Certified Industrial Hygienist (CIH), and bear the appropriate raised seal of the Primary Contractor. SAFETY All Primary Contractor personnel shall comply with the Suisun Bay Reserve Fleet's safety and health regulations and requirements. A copy of the safety and health regulations will be provided to the Primary Contractor. OBSERVATIONS OF MONITORING MARAD shall provide the affected employees or their designated representatives an opportunity to observe any monitoring of employee exposure to asbestos conducted in accordance with the OSHA standard.
