Description
REQUEST FOR INFORMATION PURSUANT TO FAR 15.202(e) INTRODUCTION The Defense Energy Support Center Installation Energy Business Unit (DESC-A) is in the process of developing its requirements for a cost-effective business solution that will enable it to more effectively procure and manage the energy commodities under its purview. The purpose of this Request for Information (RFI) is to gather information to assist DESC-A in formulating its requirements and to identify and assess the capabilities available in the marketplace. Respondents are encouraged to provide information about alternatives that can assist DESC-A better define its requirements and develop a business solution that meets its needs, as well as the needs of its customers. BACKGROUND The DESC Installation Energy Business Unit is responsible for the management, planning, coordination and administration of the acquisition mission involving the purchase and delivery of energy commodities (i.e. natural gas, electricity, and coal) to Department of Defense customers across the United States. DESC-A also supports the acquisition and delivery of these energy commodities to various federal civilian agencies in the U.S. when beneficial to DoD. DESC-A currently manages over $1.5B in contracts for the supply and delivery of natural gas, electricity and coal to over 700 customer accounts. PURPOSE OF REQUEST FOR INFORMATION The DESC Installation Energy Business Unit is in the process of evaluating its current business processes and IT resources used to support the procurement and management of energy commodities to its customers. The purpose of this request is to gather information on energy management services and IT capabilities used in the commercial marketplace for back-office support. This information will be used to support the formulation of DESC-A?s service and/or IT requirements and in the development of the business case analysis aimed at supporting future procurement of any identified requirement(s). DESCRIPTION OF INFORMATION REQUESTED The DESC Installation Energy Business Unit is looking for energy management services and/or IT resource capabilities that can be used to provide integrated support for the following functions: Gather, compile, store customer profile data Gather, compile, store utility and pipeline information Capability to connect to or ?call out? to individual local utility distribution companies to automatically collect timely historical information Gather and package customer requirements and usage data for solicitations Provide weather normalization of forecasted consumption by account Receive and evaluate offers and pricing information using an on-line platform Capture and report contract award data Track and publish monthly contract prices and price indices Tariff and rate analysis Cost avoidance calculation and reporting (i.e. comparison of DESC contract price w/ comparable utility sales/default rates) Invoice management and processing Capture and report transactional data to include customer account usage, storage, pricing and expenditure information Risk Management Market intelligence and reports DESC-A would also like information on reporting and web-based capabilities on any of the functionalities listed above. Please indicate in your response which capabilities can be satisfied via energy management services, commercial off the shelf software, IT licensing agreements, and/or custom developed solutions along with associated costs. For commercial off the shelf software solutions, please include the product name, release number and release date of the software. Respondents are encouraged to provide information on other functionalities their solution may offer or other capabilities existent in the commercial marketplace to provide back office support. Respondents are also asked to identify clients currently using their services and/or IT resources for back office support and the scope of the business being managed through use of these resources. Vendors on the GSA schedule should provide the contract number of that schedule. DISCLAIMER This RFI is issued solely for information and planning purposes and does not constitute a solicitation.
