- This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The USDA Forest Service, Forestry Sciences Laboratory, Morgantown, WV has a requirement for AGDISP Fine Droplet Mass Balance and Systematic Threshold Testing. DESCRIPTION OF WORK: The contractor will evaluate AGDISP with regard to mass balance in the fine droplet range. This will involve running multiple scenarios in a finely spaced parameter grid to determine if the material in the model output can be summed to equal the total amount released by the source aircraft. The contractor will also evaluate threshold conditions as specified by USDA-FS to see if there are logical discontinuities that are artifacts or errors in the modeling approach. Contractor will submit a report outlining the approach taken and the results. The contractor will also evaluate specific changes recently made to source term and geometry of AGDISP. Contractor shall submit previous experience with air quality and pesticide deposition modeling and specific knowledge of AGDISP within the past three years. This work will be done independently of the model developer in identifying lack of mass closure or other problems. The solicitation and subsequent contract award incorporate provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-12. Quotes must be received in the Acquisitions Management office no later than close of business on August 28, 2006. The Government estimate is less than $30,000. Award will be made to a responsible vendor whose offer is most advantageous to the Government based on price and other evaluation factors contained in this solicitation. Award will be made approximately August 31, 2006. Period of performance will be October 1, 2006 through February 28, 2007. The provisions at 52.212-1, Instructions to Offerors--Commercial, applies without addenda. Offerors shall include a complete copy of the Federal Acquisition Regulation (FAR) 52.212-3, Offeror Representations and Certifications--Commercial Items, with quotes. The FAR clause 52.212-4, Contract Terms and Conditions--Commercial Items, applies without addenda. The FAR clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The successful offer(s) shall comply with FAR 52.204-7 Central Contractor Registration (Oct 2003) and FAR 52.232-33 Payment by Electronic Funds Transfer--Central Contractor Regulations (Oct 2003) prior to contract award.
