Description
U. S. Department of Commerce/National Oceanic Atmospheric Administration/NESDIS/AD, intends to issue a Firm Fixed Price purchase order with the University of Washington, Office of Sponsor Programs, Seattle, WA., on a sole source basis in accordance with the authority of 41 U. S. C. 253 ( c ) ( 1 ), only one source to provide services to obtain historical oceanographic data from Puget Sound and coastal waters of Washington State. This information is held by the University of Washington. This data and relevant documentation shall be delivered to the National Oceanographic Data Center (NODC), of NOAA for permanent archive and open access to the general public without restriction on further use. Data shall be aggregated into multiple logical collections of related information. For example by research project name, data collection platform, geographic area, or observational type. Each collection shall include descriptive metadata compliant with at least the minimum content requirements of the Federal Geospatial Data Committee: CSDGM Version 2 ? FGDC_STD-001-1998. Observational data shall be submitted in non-proprietary digitally-formatted files, such as comma-delimited ASCII records. The metadata or other documentation must contain a complete description of the file format sufficient to allow a user to accurately read and use the data provided. This requirement will be procured in accordance with the Federal Acquisition Regulations (FAR) Part 13 using simplified acquisition procedures. NIACS CODE 541830 $6,5 Million All responsible sources may submit a quotation which shall be considered by the Agency. Offers certain they can meet the requirement are requested to submit in writing and affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirement. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15-days after publication of this synopsis, All information in response to this notification must be submitted in writing to the attention of Sally Huber, Contract Specialist.
