Description
This a combined synopsis/solicitation for commercial items using simplified procedures in accordance with FAR Parts 12 and 13 through Federal Acquisition Circular (FAC) 205-12. The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service intends to procure contractor services to develop virtual microscope services for stained histological tissue sections by high resolution scanning and digitizing that produce high quality, high resolution images. The purpose of this service is to produce 20X or 450X magnification, high resolution digitized images of stained histological tissue sections of marine organisms and software for web conferencing, consultation and educational outreach. Details regarding the deliverables of this requirement are listed in the attached Statement of Work entitled, Virtual Microscope Services For The Marine Mammal Health And Stranding Response Program/Cooperative Center For Marine Animal Health, August 1, 2006'. The Government intends to award a Fixed Price Time and Materials Purchase Order to a qualified contractor for this requirement. The Government has budgeted $50,000 for this procurement. Award will be made to the responsible Contractor that offers the best value to the Government based on the factors set forth below. The factors, although relatively equal, are listed in order of importance: Technical Approach, Past Performance and Price. Evaluation will be based on use of an adjectival scheme as follows: Outstanding (O); Good (G); Adequate (A); Marginal (M) and Unsatisfactory (U). The period of performance shall be from Award through the next eighteen (18) months. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-l, Instructions to Offerors - Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation - Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible offeror conforming to the solicitation that will be most advantageous (best value) to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) approach, (ii) past performance, (iii) price; FAR 52-212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website (www.ccr.gov). The Contractor shall include in their quote a delivery schedule for this requirement. Interested and qualified contractors shall submit a proposal to the Contract Specialist electronically at shirley.l.johnson@noaa.gov, fax to (301) 713-0806, or mailed to Shirley L. Johnson, NOAA Acquisition Division, 1305 East West Highway, Station 7618, Silver Spring, Maryland 20910. Proposal must be received no later than 12:00 Noon (EST), Monday, August 28, 2006. Proposals shall not exceed ten (10) pages.
