Description

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared and processed in accordance with the Federal Acquisition Regulation (FAR) Part 12.6 as supplemented with additional information included in this announcement. This is a solicitation from the DOC, NOAA, CRAD, and the Aircraft Operations Center (AOC) to provide 3 each Multi-functional Display Model PVI-600, L-3 Communications Corporation P/N V63B010-00-005-Black Bezel. Required delivery is 60 calendar days after receipt of order. This constitutes the only Request for Quotation (RFQ), written offers are being requested; and a written RFQ will not be issued. This item is being purchased for AOC, MacDill AFB, FL. The PVI-600 Multi-functional Display is an original part of the P-3 Orion aircraft configuration. This acquisition is for an additional plane set of the same components for use in a third P-3 aircraft. No substitute or alternate items are qualified for use in the NOAA P-3 Orion aircraft. Use of any substitute item even if it has been modified by a manufacturer to meet the interface specifications of the specified components, would result in unacceptable testing and verification expense, and unnecessary discontinuity in operational and maintenance procedures between the other Orion aircraft AOC operates. The intended procurement is for supplies for which the Government intends to acquire from only one qualified source, L-3 Communications Corporation, under the authority of 41 U.S.C. 253 (c) (1). The Government knows of only one qualified source authorized to provide the items referenced. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit offers based on the receipt of affirmative responses to this notice or issue an order to L-3 Communications Corporation., whichever is determined to be more advantageous to the Government without further notice. The anticipated award date shall be within 20 calendar days after the date of this publication. Interested firms should submit in writing, its name, address, point of contact, telephone number, business size and a statement regarding its capability to provide the specified part. Also include the name, telephone number, and point of contact for businesses or other Government agencies which it has previously provided the item. Failure to provide the required information will deem your submission non-responsive DOC, CRAD requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR. For information and to register in CCR, please access the following website:http://www.ccr.gov/. In order to register with the CCR, all firms must have a Dun & Bradstreet number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at http://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505. Contractors should submit their Certifications and Representations thru the on-line Business Partner Network (BPN). The BPN is the single source for vendor data for the Federal Government. Contractors are encouraged to go on-line at:www.bpn.gov to complete its representations and certifications. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-12. The line item(s) will be provided in accordance with the terms and conditions and specifications specified herein. The prices shall be all inclusive of costs. The FAR clauses incorporated into this acquisition shall be the following: 52.212-2 Evaluation-Commercial Items (Jan 1999) (price and past performance), 52.212-4 Contract Terms and Conditions-Commercial Items (Oct 2004), 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Apr 2006) (Sections 14, 15, 16, 17, 18, 19, 23, 26, 31). The FAR provisions incorporated into this acquisition by reference are as follows: 52.212-1 Instructions to Offerors-Commercial Items (Jan 2006) and 52.247-34 F.O.B. Destination (Nov 1991). Quotes submitted in response to this notice must include the following in order to be considered responsive to this request: 1) A completed copy of the provisions contained in FAR 52.212-3 Representations and Certifications-Commercial Items or a statement that the offeror has completed the provision at the Government Online Representation and Certification Application (ORCA); 2) Certification of registration in the Central Contractor Registration (CCR) database; 3) Price quote referencing RFQ NAAN6000-6-01451RA; and 4) Delivery Schedule.
