Description
The U.S. Census Bureau (hereinafter referred to as the ?Bureau?) intends to negotiate a cost reimbursement type contract with the National Academy of Sciences (NAS) to help the Bureau transition from the Survey of Income and Program Participation (SIPP) system to the Dynamics of Economic Well-Being System (DEWS). Comprehensive information about individual and household income and program participation collected by the Survey of Income and Program Participation (SIPP) is used by federal agencies to evaluate programs and assess need. A major use of the SIPP has been to evaluate the effectiveness of government programs and to analyze the impact of options for modifying them. The re-engineered system, to be known as the dynamics of economic well-being system (DEWS), is expected to reduce respondent burden and attrition and deliver data on a timely basis. Although the DEWS will not supply the same level of detail as the SIPP, its design must offer policymakers and researchers data that address the same basic issues. Several options are now being considered for a new system. In order to accomplish this, NAS will convene a panel of experts to evaluate the costs and benefits of strategies for data linkage, determine the accessibility of relevant administrative records, determine the operational feasibility of linking administrative records and survey data, evaluate the quality and usefulness of the linked data, and develop strategies for providing public access to the linked data while protecting the confidentiality of individual respondents. The panel will also consider the implications for the survey component of the new system of linked data with regard to sample size, design and frequency, and content of the interviews. The proposed contract will be for a base period of twenty-one (21) months. Interested firms should identify their capability to provide the necessary services as described above. The written response must include detail information relating to the specific service being requested. Expressions of interest without sufficient detail to permit evaluation of ones ability to provide the necessary services will not be considered. This notice of intent is not a request for competitive proposals nor is a Request-for-Proposal solicitation document currently available. A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition. In the absence of responses from interested firms demonstrating their capability, the Bureau intends to request a proposal from NAS on a noncompetitive basis for the work described. Responses must be received by the listed procuring office within 15 days from the date of publication of this notice.
