- The U.S. Census Bureau (hereinafter referred to as the ?Bureau?) intends to negotiate a cost reimbursement type contract with the National Academy of Sciences (NAS) to help the office of Decennial Management define research to be conducted in the 2010 Census and provide recommendations for best methodological strategies. The NAS also will recommend research and testing for the early 2020 test cycle. The Census Bureau conducts a formal evaluation and experimental program in conjunction with each decennial census to assist in evaluating the current census and in building the foundation for making early and informed decisions about the role and scope of post censuses. The Census 2000 program formed the basis for planning, testing, experimentation, and evaluation activities for the 2010 Census. It measured the effectiveness and impact on data quality of the Census 2000 design, operations, systems, and processes. The success of the Census 2000 program can be measured from the findings of more than 100 tests, experiments, and evaluations, 15 topic reports, and 4 synthesis reports. The research findings provided information on the value of new or different methodologies and recommendations for planning the 2010 Census. The Census Bureau requires NAS to convene a panel of experts to review the proposed 2010 research topics and high-level research questions, suggest additional topics and questions as needed, and suggest priorities for the research topics and high-level research questions. Additionally, the panel will review the Census Bureau?s proposed methods for conducting evaluations and experiments for the 2010 Census, and recommend improved or new methods, as appropriate. Also, the Census Bureau requires the panel to consider what can be learned from the 2010 testing cycle conducted in 2003 ? 2006 to better plan testing for the 2020 Census. A review of the design, methods, and results from tests, evaluations and experiments conducted in advance of 2010 will inform 2020 planning. The proposed contract will be for a base period of thirty-six (36) calendar months with two (2) renewable, twelve (12) calendar month option periods. Interested firms should identify their capability to provide the necessary services as described above. The written response must include detail information relating to the specific service being requested. Expressions of interest without sufficient detail to permit evaluation of ones ability to provide the necessary services will not be considered. This notice of intent is not a request for competitive proposals nor is a Request-for-Proposal solicitation document currently available. A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition. In the absence of responses from interested firms demonstrating their capability, the Bureau intends to request a proposal from NAS on a noncompetitive basis for the work described. Responses must be received by the listed procuring office within 15 days from the date of publication of this notice.
