Description

Customs and Border Protection, Office of Border Patrol (OBP), 1300 Pennsylvania Ave, NW, Washington, DC intends to negotiate directly with the contractor, INDUS Corporation, for purposes of modifying the current contract to add additional work considered within the scope of the contract. This sole source action is being conducted under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This is not a request for proposals. It is the Government?s belief that INDUS has unique extensive institutional knowledge of GIS applications and analysis specific to OBP. This includes knowledge of immigration laws and application of these laws to geospatial analysis, knowledge of OBP enforcement applications and the linkage of these applications to OBP spatial databases, knowledge of OBP policies and procedures as they relate to geospatial collection and analysis, and knowledge of multiple program areas served by OBP GIS. Additional labor hours will be added to the original contract for Geospatial Intelligence Services (includes cartographic publishing; technology assessment; technical support; on-line data acquisition, preparation, and integration; development and administration of standards for geospatial data with OBP and CBP). OBP has an immediate need for an increase in GIS support, and due to INDUS Corporation?s unique knowledge of OBP they are the only vendor that can meet the delivery schedule for this mission-critical support. The need for additional work has arose due to various unforeseen circumstances and includes, but is not limited to: the formation of the SBI.net program office; Operation Jumpstart (the direct support OBP by the National Guard), and the DHS Enterprise License Agreement for Geospatial Software.
