- High Energy Impact Research The solicitation number is FA8601-06-T-0148. This is a SOLE SOURCE procurement and the purpose of this solicitation is for information only. Any responses are due by 12:00 NOON (Eastern Standard Time), Tuesday, 22 Aug 2006, to the point of contact identified at the end of this notice. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1) and 6.302-1(a)(2)(iii). The proposed source is Louisiana State University (LSU), Baton Rouge, LA The proposed contract is to conduct a research program to improve the understanding of material under high energy impact. Justification for the Sole Source: This research is a continuing effort to develop algorithms and to continue to study the development of tensor relations necessary for the material failure evaluation. The LSU research is ongoing and builds on previous research efforts and laboratory results.. This notice of intent is not a request for competitive quotations; however, any quotation received by the due date stated in this notice will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the Government's discretion. The Government reserves the right not to make an award at all. There are no attachments to this announcement.
