- Introduction. This Request for Information (RFI) is issued for informational and planning purposes only. This is not a Request for Proposals (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals nor will any award be made as a result of this synopsis. The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this request for information. In accordance with the Office of Management and Budget (OMB) Circular Number A-76 dated May 29, 2003, and in accordance with Federal Acquisition Regulation (FAR) Part 10, the United States Air Force, Air Force Special Operations Command, 16th CONS/LGCY is in the process of conducting Preliminary Planning, which includes market research, for the Communications/Computer Support Services at Hurlburt Field, FL. This FedBizOpps notice is an announcement seeking market information on business/organizations capable of providing the services as described herein. Hurlburt Field is currently conducting market research to determine whether a viable commercial industrial base exists which is qualified, experienced, and interested in performing survival equipment services in the future. This market research will also assist with scoping and grouping of commercial functions, and determining the appropriate North American Industry Classification System (NAICS) code. We welcome small business sources to respond to this survey. The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. Extensive market research necessary to support acquisition strategy decisions will be conducted if/after a streamlined or standard competition is announced in accordance with OMB Circular A-76. Functional Areas: The Communications/Computer Support functional areas supported are Records and Publications Management, Operations Management, Telephone and Distribution Systems Support, Communications Cable Systems Management, and Voice Network Systems Management. These services include maintaining and operating a Meridian SL-100 Digital Switching System and Remote Control Cluster, maintenance of telephone switching centers cable records, distribution frames and other inside plant equipment, telephone survey, installations, removals, relocations and repairs of telephone, key equipment, data and interoffice communications systems, preliminary troubleshooting, repair, installation, removal, reports, and preventative maintenance for non-hardened cable systems. The records and publications services include managing records programs to ensure proper maintenance, protection, and disposition of official records; managing the RIMS and ERIMS programs and providing training for the maintenance and disposition of records. Managing a central destruction facility; evaluating requirements for automated record keeping and documents imaging systems, managing records staging areas, managing wing publications and forms programs, providing a master publication reference library, and distributing publications and forms. The services also include management and administration of the Civil Engineering Workload Management Information System (WIMS) and the Automated Civil Engineering System (ACES). Location: Hurlburt Field, Florida is the location for performance of these services. Market Research: SAIC is conducting the market research, however, the Government requests interested contractors submit a capability package to include the following information shown below. The capability package must be clear, concise, and complete and be submitted to Michael Wenrick, Michael.Wenrick@hurlburt.af.mil, 350 Tully St, Hurlburt Field FL 32544-9190 at or before 1600 (4:00 PM CST), 25 Aug 2006. SAIC will not review responses received after this date and time. Please limit your capability packages to 20 pages.
