Description
The U.S. Army RDECOM - Natick Contracting Division, Kansas Street, Natick, MA on behalf of the United States Army  Soldier Systems Center, Natick, MA has a requirement for a Particle Size Analyzer with Dry Feeder Accessories. The requirement will be filled utilizing Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items prepared in accordance wi th the format in Subpart 12.6, as supplemented with additional information included in this notice. THE REQUIREMENT IS 100% SET-ASIDE FOR SMALL BUSINESSES. FAR clauses 52.212-4, Contract Terms and Conditions-Commercial Items, and 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items are applicable to this acquisition. The provision at 52.212-2, Evaluation -- Commercial Items is applicable to this acquisition. The following factors shall be used to evaluate offers: Technical (capability of the item offered to meet the Government requirement) and Price. Technical is approximately equal in importance to price. The Particle Size Analyzer must meet all of the following specifications: Instrument must be capable of analyzing dry samples and wet samples. Wet samples must be able to be dispersed in either water or organic solvents. Thus, any wetted parts of the instrument must be solvent resistant. Switching between dry and wet analysis must be facile, with minimal manual manipulation. Optical system must be state of the art with two light sources: laser at approximately 650 nm and LED at approximately 405 nm. Particle size measurement range of wet, dispersed samples must meet or exceed 0.01 micron to 3000 microns. Particle size measurement range of dry samples must meet or exceed 0.1 micron to 3000 microns. The minimum required sample amount must be 10 milligrams or less. The maximum required sample amount is less important, but does not need to exceed 5 grams. For wet samples, required dispersion medium volume should be somewhere in the 100-300 ml range. Dispersion of dry samples will be accomplished by injector-driven forced dispersion in air, using compressed air. The required compressed air pressure for dry sample measurement will be 0.4 - 0.8 MPa. Ejection of dry samples will be accomplished by vacuum-driven forced ejection. For the main unit and dry powder accessory, the power supply voltage must be 120 volts, and frequency 50/60 Hz. Typical analysis time should be less than five minutes per sample. The circulation system must include a pump, ultrasonic probe, and agitator and will allow for multiple settings to ensure maximum dispersion and analytical reproducibility. Operating temperature must meet or exceed 15 degrees Celsius to 35 degrees Celsius at relative humidity less than or equal to 85%. The instrument software must operated on a Windows operating system. Windows XP is preferred, but Windows 2000 is permitted if XP is not an option. If a computer system is offered in the bid, it must include computer, monitor, keyboard, and all necessary cables. Computer will be pre-installed with operating system described above and instrument control software. ALL BIDDERS MUST EXPLICITLY RESPOND TO EACH SPECIFICATION REQUEST IN WRITING IN ORDER FOR THE BIDS TO BE CONSIDERED RESPONSIVE. ALL QUOTES SHOULD BE F.O.B DESTINATION (NATICK, MA). This notice constitutes the request for quotes (RFQ) and is the only solicitation. A written solicitation will not be issued.
