- Description
- The government intends to award a Cost Plus Award Fee Performance Based Services contract as a 100% set-aside to to Service Disabled Veteran Owned business in accordance with FAR Subpart 19.14 Service Disabled Veteran-Owned Small Business Procure ment Program. The RFP is in draft form at this time. Contractor to provide on-site support at the National Ground Intelligence Center (NGIC), in Charlottesville, Va in developing, implementing, and managing a wide range of Biometric derived identifications . The estimated contract start date for the resulting contract is o/a 29 Sep 06. The anticipated performance will be one (1) base year, plus four (4) option years. Security clearances required are as follows: Program Manager, Intelligence Analysts, Case M anagers, Top Secret/SCI and other labor categories such as Latent Print Examiner, Forensic Technician, and Photographer will need at minimum Secret. A Top Secret Facility Clearance required. This requirement will be procured as a commercial item using the Best Value to the USG. Perform biometrically derived analysis in accordance with Executive Orders and Intelligence Oversight provisions of Army Regulation AR 381-10, U.S. Army Intelligence Activities. The uses of biometrics will include identification, verification, surveillanc e, and forensics, providing both positive and negative identification. The services expected are: Program Management, Intelligence Analysis, Production and Dissemination, Forensics related Biometric Operations Support and Production. Specific Tasks include Enterprise Management Controls: Preparation of a Task Order Management Plan describing the technical approach, organizational resources and management controls. Cost/Schedule Status Reporting. Analysis: Perform intelligence analysis and reporting on biometric intelligence matches. In addition to standard intelligence reporting, the contractor shall generate Biometric Intelligence Analysis Reports using the Automated Identification Management Sup port (AIMS) System. The contractor shall monitor intelligence analysis results to support management reporting. Forensic Support: Provide Latent Print Examiners, Forensic Photographers and Forensic Technician. Latent Print Examiners, Forensic Technicians and photographer positions will be located in Charlottesville VA, Afghanistan and Iraq. Deliverables would be la tent fingerprints, Digitized Latent prints, Forensics Reports, Forensic Awareness DVDs and Produce Statistics for a monthly status report. The Government will award a contract resulting from the RFP to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, Past Performance, Technical/Management factors considered and price.
