Description
Concerns having the ability to furnish the services described herein are requested to give written notification (including the telephone number for a point of contact) to the procuring office above within 14 calendar days from the date of this synopsis. The U.S. Geological Survey (USGS), Albuquerque Seismological Laboratory, has approximately four million seismogram images from the World Wide Standardized Seismograph Network (WWSSN) stored on 70 mm film chips. The USGS has a requirement to scan approximately 50,000 of the film chips at high resolution in order to make the seismograms computer accessible. Each film chip is 70 mm wide and approximately 123 mm long. Each chip contains one image of a WWSSN short period or long period seismogram. Each film chip also contains a 16-digit numerical code corresponding to seismograph station identification number, date, time, and channel identifier. The requirement is to scan the seismogram images on the film chips, using gray scale scanning (NOT bi-tonal), at a resolution equivalent to scanning the original 910 mm x 300 mm paper seismogram at 400 dpi. This means that the film chip image itself must be scanned at 3200 dpi or better, in order to achieve the highest image resolution possible. The images shall be stored as high resolution compressed jpeg images with visual resolution equivalent to an uncompressed tiff image. Images shall be stored on DVDs. The USGS will require two copies of each DVD. Ronsin Imaging has previously provided high resolution scanning of these film chips for the USGS. It is necessary to achieve the highest consistency in all of the scanned images at the same resolution as described above. Based on this information and other information available at this time, and in accordance with 41 U.S.C. 253(c)(1), implemented by FAR 5.302-1, the Government considers the services specified as a sole source from Ronsin Imaging, 215 S. Lemon Creek Drive, Walnut, California, and proposes to negotiate a contract with that firm on that basis. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required services are invited to submit in writing an affirmative response to this announcement, and such other materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such documents without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Government's only official notice of this procurement. THIS ANNOUCEMENT IS FOR INFORMATIONAL PURPOSES ONLY; NO FORMAL RFQ WILL BE AVAILABLE.
