- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to enter into sole source negotiations with Lockheed Martin Owego, NY for the procurement of the following Units Under Test (UUT): Receiver/Processor for the MH-60R Electronic Support Measures (ESM) Operational Test Program Sets (OTPS) development WRAs ? qty two (2), Signal Data Processor for the MH-60R Multi-Mode Radar (MMR) Operational Test Program Sets development WRAs? qty two (2). The ESM OTPS is a support equipment tool that will be used to test, fault isolate and verify repair of the Receiver/Processor WRA constituent of the ALQ-210 ESM system on the MH-60R aircraft. The MMR OTPS is a support equipment tool that will be used to test, fault isolate and verify repair of the Receiver/Transmitter (R/T) WRA, Identification Friend/Foe (IFF) WRA, Antenna Pedestal Assembly and Signal Data Processor (SDP) WRA, which comprises the MMR system onboard the MH-60R aircraft. The proposed acquisition is for Peculiar Support Equipment (PSE) for which the Government does not own the prime equipment data package, drawings and specifications. Lockheed Martin is the sole designer and manufacturer of the complete avionics and support OTPSs on the MH-60R aircraft. Lockheed Martin holds the proprietary rights to the Factory Test Software and is the developer of the ALQ-210 ESM system. NAWCADLKE intends to procure these items under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1. No solicitation package is available for this procurement. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. See note 22.
