Description
THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool to determine the best value solution for the procurement of high fidelity metal targets. The Naval Air Warfare Center Weapons Division, China Lake, CA is seeking information from potential sources for fabrication of high-fidelity metal targets. All interested parties are encouraged to respond with comments to the system requirement specification as well as recommendations and capability statements. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. The Government is not obligated to award a contract based on information received from potential sources. The targets required are a variety of Surface to Air Missile (SAM) systems configured as Air Defense Units. Targets will include a variety of high priority search and target tracking radar systems with associated Target Erector Launchers and Command and Control support vehicles. Target varieties will include both tracked and wheeled vehicles. The targets need not be motorized, however they must be transportable over public roads by a common carrier. Additionally, the targets must include provisions for loading and unloading using a crane and/or forklift. The project requires building twenty (20) full targets over a two year period of performance beginning in fiscal year 2007. The targets shall be designed and fabricated to mimic the actual threat systems Radar Cross Section at Millimeter Wave. Production CAD drawings will have to be generated and approved for most target types prior to the start of construction. All CAD drawings will be included as a deliverable item. Sources that have existing designs for SAM targets of any kind are encouraged to submit a list of designs currently available. It is requested that all interested sources submit to the contracting office comments about the system requirements specification, and a brief recommendation(s) and capabilities statement packa ge (no more than 20 pages in length, single spaced, 12 point font minimum) demonstrating why the recommendation(s) results in the best value to the government, and contractor's ability to provide the recommended solution(s). This documentation must address, at a minimum, the following: (1) prior/current corporate experience performing efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, a brief description of how the contract referenced relates to the requirements described herein; (2) company profile to include number of employees, annual revenue history, office location(s), DUNS number, and a statement regarding current small business status. All responses must include the following information: Company name, address, business size, and point of contact's name, phone number, fax number, and electronic mail address.
