Description
THIS PROCUREMENT IS LIMITED TO 8(A) ELIGIBLE CONTRACTORS LOCATED IN FLORIDA AND/OR GEORGIA ONLY AND IS SET-ASIDE AS COMPETITIVE 8(A). ONLY 8(A) CONTRACTORS ACCEPTED BY SBA WILL RECEIVE AN AWARD. NOTE: OFFERORS MUST HAVE AN AGGREGATE BONDING CAPACITY OF $10,000,000.00. This Solicitation will result in an award of up to four separate 8(a) Indefinite Delivery Indefinite Quantity (IDIQ) Design-Build and Construction Contracts for the Northern Florida and Southern Georgia area for a base year and four option years for a maximum of sixty months or a maximum value of $60,000,000.00 for all contracts, whichever comes first. The source selection authority may determine that a number greater or less than four offerors is in the Government?s interest. This solicitation is formatted as a Request for Proposal (RFP) for a negotiated procurement utilizing the Design/Build selection procedures. The source selection process to be used is Best Value Trade-Off Approach. Projects (Task Orders) for this contract will be for general building type projects (new construction and renovations) including but not limited to, 1) aviation and aircraft facilities, 2) marine facilities, 3) barracks and personnel housing facilities, 4) administrative facilities, 5) warehouses and supply facilities, 6) abatement and handling of hazardous/regulated materials (including and not limited to asbestos, lead paint, mold remediation, and PCB?s). Projects may also require comprehensive interior design and incorporation of sustainable features. Projects issued under this contract will require either single discipline or multi-discipline design services or may include 100% construction performance specifications. Projects can be based on design-build, modified design-build, or full plans and specifications format, ranging in size from $100,000.00 to $3,000,000.00. The work will be performed primarily at the following areas; NAS Jacksonville, Blount Island Command, NS Mayport, and Orlando in Northern Florida and NSB Kings Bay in Southern Georgia, and surrounding Naval Reserve Centers. The preponderance of the work is expected to be located in the Northern Florida and Southern Georgia area, however projects located outside of this area may be required occasionally. The anticipated workload is $45,000,000.00 over the life of all contracts and the maximum combined value of all contracts will not exceed $60,000,000.00. The NAICS for this procurement is 236220 with a size standard of $31,000,000.00. This will be an electronic solicitation, which can be downloaded from the ESOL website at http://www.esol.navfac.navy.mil. Please be sure to register on the Planholders List for the solicitation to receive notification of future amendments. The Solicitation will be available on or about 29 August 2006. Proposals will be due on or about 03 October 2006. The solicitation package will give exact dates. There will NOT be a Pre-Proposal Conference/Site Visit.
