Description
NASA/ARC has a requirement for a Hand-Held DHR Reflectometer for laboratory and in-field measurements. This reflectometer must be capable of the following: 1) Measure absolute reflectance (0-1); 2) Measure in at least 6 discreet wavelength bands covering the spectral range 0.9 to 12 microns; 3) Measure at least any of two incident angles, 20 and 60 degrees from normal indcidence; 4) Fast response, 10 seconds per measurement 5) Surface curvature must range between a concave radius of 12 inches to a convex radius of 6 inches; 6) Accuracy of +/- 0.03 reflectance units at 20-degree incident angle; 7) Fast warm-up time for measurements, less than 2 minutes; 8) Kanthal filament IR source with user controlled temperature; 9) Signal values to be stored with data. Additional requirements: 1) Rugged and light weight, less than 5 lbs; 2) Modular construction with interchangeable measurement heads; 3) Battery operated with 2-hour life per battery and recharge time of 1 hour; 4) LCD graphics screen with touch screen controls and data display; 5) Removable data card with 256 MB of memory and no data to be stored on the unit after power down; 6) Non-proprietary data format, data must be readable as text. Term Descriptions: DHR = Directional Hemispherical Reflectance; IR = Infrared; LCD = Liquid Crystal Display; MB = Mega Bits. NASA/ARC intends to purchase the items from Surface Optics Corporation as there is no other product available that meets our specifications and that is compatible with existing NASA equipment. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 29, 2006 to Niki Chen at nchen@mail.arc.nasa.gov. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
