- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ)] for Item A, Qty. 1, Traverse System or equal; Item B, Qty. 1, Documentation; Item C, Qty. 1, Installation and checkout, and Item D, Qty. 1, Warranty of Item 1. Item A shall contain the following features and meet the salient characteristics listed below: ITEM A: TRAVERSE SYSTEM The traverse system to be used in Building 5, Room CE7b-c. The system consists of four sets of linear travel stages, configured in orthogonal x-y axes, drivers, controllers, software, and cables. 1. The stage mounting shall be compatible with existing English system optical breadboards that have ?-20 tapped threads on one inch centers; The stage with motor attached shall be able to rest flat within the confines of the breadboard, or a riser shall be provided. 2. The traverse system shall be compatible with existing Aerotech cables used in another facility (building 5, test cell CE-5) in order to move back and forth readily. 3. Linear Stage Characteristics (items 1 and 2): shall possess features like Aerotech?s ATS125 Series stages, or equal: ESxxxxx-01 ATS125-100-No-TT-5MM-NC-IM2500H-3-NOPLOTS/; ESxxxxx-02 ATS125-100-TTU-5MM-NC-IM2500H-3-NOPLOTS/ a. Shall have a scratch-resistant hard cover, side seals, and sealed construction to prevent contamination of inner workings; b. Shall have 100-mm of travel; c. Shall have end-of-travel limits; d. Shall have a 5mm/rev ball screw drive; e. Shall possess Bidirectional Repeatability within  1 micron; f. Shall have accuracy within  6 microns; g. Shall have a maximum screw speed of 60 rev/second; h. Shall handle horizontal loads of 45.5 kg (100 lb) and axial loads of 18.2 kg (40 lb); i. Shall possess Straightness and flatness ≤ 5 micron over the entire travel range; j. Shall possess a brushless servo motor with a 5000 line encoder for 1 micron positioning resolution. k. (item 2) Shall possess a table top with English mounting holes, ?-20 tapped threads. 4. Linear Stage Characteristics (item 5): shall possess features like Aerotech?s ATS1000 Series stages, ESxxxx-01ATS10015-H-U-80P-NC-BMS/ or equal: a. Shall have hard cover, side seals, and sealed construction to prevent contamination of inner workings; b. The tabletop and waycover shall have a Teflon-impregnated, scratch-resistant hardcoat; c. Shall have 150-mm of travel; d. Shall have normally-closed end-of-travel limit switches; e. Shall have a 8mm/rev ball screw drive; f. Shall possess Bidirectional Repeatability within  1 micron; g. Shall have accuracy within  6 microns; h. Shall handle horizontal loads of 70 kg (154 lb), vertical and side loads of 35 kg (77 lb); i. Shall possess Straightness and flatness of  3.6 micron over the entire travel range; j. Shall possess a brushless servo motor with an 8000 line encoder for 1 micron positioning resolution; k. Shall possess a table top with English mounting holes, ?-20 tapped threads on one inch centers. 5. Drivers/Amplifiers for Stages: Like Aerotech?s ESxxxxx-08 NCDRIVE10-AUXPWR, or equal: a. Shall operate on 10A peak, 5A continuous, 115/204 VAC; b. Shall support brush and brushless servomotors; c. Shall have 4 opto-isolated digital outputs; d. Shall have 6 opto-isolated digital inputs; e. Shall have 1 16-bit analog output; f. Shall have 1 12-bit differential analog input; g. Shall have single axis Position Synchronized Output capability; h. Shall have 2 quadrature encoder input channels; i. Shall have the ability to sense emergency stop inputs; j. Shall have auxialiary 115/230 VAC input to power logic circuitry. 6. Controller for stages and drivers: Like Aerotech?s ESxxxxx-07 A3200-FULL-Nmotion SMC-8-NView MMI, or equal: Software-only motion and I/O controller for up to 8 axes, to run on Windows 2000 or higher operating system, which includes a. DLL programming interface; b. Labview drivers; c. System tuning; d. Diagnostics utitilities; e. Man-Machine Interface (MMI); f. 4.5 meter long FireWire cable. The above software shall be compatible with existing Aerotech cables. ITEM B: DOCUMENTATION One set of comprehensive hardware and software manuals which may include but is not limited to user, system, troubleshooting, and maintenance. ITEM C: INSTALLATION AND CHECKOUT The Contractor shall include all labor and travel expenses for installation and system performance verification at NASA Glenn Research Center (GRC) within 2 weeks of delivery. The set-up shall insure that Item A meets all functionality specifications listed in this document. Set-up shall be performed Monday-Friday, non-federal holidays, during normal business hours at NASA GRC (typically 8 a.m. to 5 p.m.) ITEM D: WARRANTY As part of the system requirements, the Contractor shall provide a standard warranty. The provisions and clauses in the RFQ are those in effect through FAC 01-09. The NAICS Code and the small business size standard for this procurement are 335312 and 1,000 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery of Items A-D shall be to the NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, OH 44135 (Receiving, Bldg. 21) and is required within 60 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by August 24, 2006, 4:30 p.m. local time and maybe mailed or faxed to Marilyn D. Stolz, 21000 Brookpark Road, M. S. 500-306, Cleveland, OH 44135 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (JAN 2006), Instructions to Offerors-Commercial, which is incorporated by reference. Addenda to FAR 52.212-1 are as follows: None. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. Selection and award will be made on an aggregate basis to the lowest priced, technically acceptable offeror, with acceptable past performance. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer.
