Description
This is not a Request for Proposal Submission. This is a notice of a contract action. The 646AESS is contemplating the issuance of a Sole Source Contract with the following contractor: GENERAL ATOMICS 3550 General Atomics Ct San Diego, CA 92121-1122 No solicitation is being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. No entitlement to payment of direct or indirect costs or charges to the Government will arise as a result of a response to this notice. The 646 AESS intends to award a modification to contract FA8626-05-C-2071 to continue on-going developmental efforts that were previously started by General Atomics under previous contracting actions. These tasks will accomplish the next phase of efforts that will identify and propose improvements in landing gear components with the objective of extending the life of aircraft landing gear systems. The ALGLE Program was established in 1998 to address MAJCOM concerns about safety and reliability improvements; and meet their over all objectives of (1) improving mission safety, (2) improving operational capability/performance and reliability and maintainability, and (3) reducing the cost of sustainment. Acquisition Environment: The statutory authority, which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304(c) (1), as implemented by 6.302-1(a) (2) (ii) (A); Only one source, or limited number of sources, and no other supplies or services will satisfy agency requirements. (Justification and Approval, 3 August 2006) The Government anticipates modifying an existing Time and Material (T&M) contract for this effort, with a period of performance of 18 Months, with a range of $3-5M. In order to avoid organizational and consultant conflicts of interest, the contractor shall comply with Federal Acquisition Regulation (FAR) 9.505. At the commencement of performance, the contractor shall have the capabilities to meet the following criteria: Requirements: The projects within this effort will be on-going or continuation efforts involving materials developments, prototyping, analysis, mishap investigation, and data improvements. The squadron plans to issue the RFP 15 days from this publication Technical Objective: The objective of the ALGLE Program is to improve safety, reliability, and maintainability, and to reduce landing gear component cost. The ALGLE Program integrates the following major elements to accomplish safety and mission-capable objectives: • Component redesign to support increased weight/performance requirements • Commercial technology insertion • Development of improved materials, coatings, and processes to minimize corrosion and wear (with emphasis on reducing environmental impact) • Improved maintenance/repair/overhaul (MRO) strategies • Improved logistics/business/data strategies  Specific targeted areas are as follows: • Continue high strength stainless steel development • Continue high strength aluminum development • Continue T-38 Wheel & Brake System requirement developmental effort • Continue E-3 Brake System feasibility Study • Continue F-16 Antiskid system improvements • Continue emergence/urgent response requirements • Continue technical order developmental effort These objectives will be accomplished through the following: • The contractor shall have demonstrated experience providing and applying functional expertise on landing gear systems/subsystems as specified herein. The contractor shall be adept at planning and supporting initiatives as dictated by immediate circumstances/requirements, whether sustainment, development, or safety-driven. • The contractor shall perform studies/analyses and document the results as required by each project/task to provide the Government with an assessment and/or investigation of existing problems, failures, and possible solutions/alternatives; technical and cost trade-offs; and requirements for design, development, evaluation, and process improvement efforts. • The contractor shall apply an integrated systems engineering and Operational Safety, Suitability, and Effectiveness (OSS&E) approach to all projects/tasks. Important factors shall include demonstration of clear and definable improvements in the performance, accuracy, reliability, maintainability, supportability, deployability, survivability, cost effectiveness and/or service life of the component, subsystem, system, or process. • The contractor shall support improvements to landing gear structural components, assemblies, and systems. Support shall consist of performance/material evaluations, trade/economic studies, acquisition/sustainment planning, concept/design oversight (with emphasis on commercial technology insertion), development/qualification activities, flight test planning/execution, integration activities, and project management. The contractor shall be responsible for coordinating all improvements/modifications to ensure that new design components are reliable, maintainable, and sustainable. • The contractor shall integrate new technologies into current system architectures. The contractor shall evaluate unproven technology applications and identify potential risks. • The contractor shall support development and validation of new materials/processes in order to meet Government life cycle cost objectives. • The contractor shall develop test programs, plans, and procedures, conduct testing, and document/interpret results and provide recommended actions, as dictated by the requirements of individual projects/tasks for the purpose of properly qualifying and certifying the intended modifications. • The contractor shall support installation and integration of new/improved equipment or software in accordance with the requirements of individual projects/tasks. The contractor shall develop an appropriate integration plan, provide installation kits with the necessary hardware, software, and/or data, and then support all required activities. • The contractor shall develop, modify and/or validate Technical Orders (T.O.s), manuals, and/or data packages, including engineering drawings, associated lists, and specifications as required by the individual project/task.
