Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. FA4621-06-T-0104 is being issued as a Request for Quotation, which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-12. This acquisition is reserved for small businesses. The associated NAICS code for this acquisition is 336413. McConnell AFB KS plans to acquire the following items. 0001 Seat Cushions, 10 EACH Uholstery material minimum characteristics. The upholstery materials used on the seat back and bottom cushions shall be flame resistant. All upholstery materials shall be resistant to fading and crocking. Woven upholstery materials shall also be resistant to pilling, abrasion, breakage, tearing, and yarn slippage. Upholstery material used on the armrests and headrest shall be capable of being cleaned in place using mild soap and water. The seat covering shall be a trevera polyester fabric, cobolt blue in color. Actual sheep wool shall be used for inserts. Sheep wool shall cover the seat portion of the bottom cushion and back rest portion of the seat back cushion. 0002 Seat back and bottom cushion, 10 EACH. The seat back and bottom cushions shall be of a composite design and shall incorporate high resilience foam (or equivalent) and slow recovery foam to provide a safe and comfortable seating condition for extended mission duration without degrading occupant performance during operations. The slow recovery foam shall have a minimum density of 5 pounds per cubic foot in order to provide the needed comfort and dynamic response of the seat cushion. The cushion assemblies shall provide adequate stiffness to prevent the occupant from bottoming out during extended missions. When the occupant is properly seated, with the restraint system properly fastened, the seat cushions shall self-contour to the occupant’s body and shall provide for natural spinal alignment, enhancing aircrew comfort and safety during flight and mishaps. 0003 Headrest cushion, 20 EACH. The headrest cushion padding shall have a minimum thickness of 1.5 inches, and be durable, resilient and shall not pack due to use. 0004 Armrest cushion, left, 10 EACH. KC-135 Pilot and Co-Pilot. The armrest cushion padding shall have a minimum thickness of 0.25 inches, and be durable, resilient and shall not pack due to use. 0005 Armrest cushion, right, 10 EACH. KC-135 Pilot and Co-pilot. The armrest cushion padding shall have a minimum thickness of 0.25 inches, and be durable, resilient and shall not pack due to use. 0006 Armrest, Left KC135 NAV/Boomer, 5 EACH The armrest cushion padding shall have a minimum thickness of 0.25 inches, and be durable, resilient and shall not pack due to use. 0007 Armrest, Right KC135 NAV/Boomer, 5 EACH The armrest cushion padding shall have a minimum thickness of 0.25 inches, and be durable, resilient and shall not pack due to use. 0008 Couch cushion, 5 EACH. KC-135 Boomers couch. The couch cushion shall be of a composite design and shall incorporate high resilience foam (or equivalent) and slow recovery foam to provide a safe and comfortable seating condition for extended mission duration without degrading occupant performance during operations. The slow recovery foam shall have a minimum density of 5 pounds per cubic foot in order to provide the needed comfort and dynamic response of the seat cushion. KC-135 Boomers left instructors couch with cover. The couch cushion shall be of a composite design and shall incorporate high resilience foam (or equivalent) and slow recovery foam to provide a safe and comfortable seating condition for extended mission duration without degrading occupant performance during operations. The slow recovery foam shall have a minimum density of 5 pounds per cubic foot in order to provide the needed comfort and dynamic response of the seat cushion. The cushion assemblies shall provide adequate stiffness to prevent the occupant from bottoming out during extended missions. 0010 Couch Cushion, 5 EACH. KC-135 Boomers right instructor couch. The couch cushion shall be of a composite design and shall incorporate high resilience foam (or equivalent) and slow recovery foam to provide a safe and comfortable seating condition for extended mission duration without degrading occupant performance during operations. The following provisions in their latest editions apply to this solicitation. FAR 52.212-l, Instructions to Offerors, Commercial. FAR 52.212-2, Evaluation, Commercial Items (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factor will be used to evaluate offers: Price. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. FAR 52.212-3, Offerors Representations and Certifications, Commercial Items (offeror shall complete these on-line at www.bpn.gov/orca), FAR 52.212-4, Contract Terms and Conditions, Commercial Items. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders. FAR 52.211-6, Brand Name or Equal. The offeror shall include, as part of their offer, a completed DFARS 252.225-7000, Buy American Act – Balance of Payments Program Certificate. AFFARS 5352.201-9101, Ombudsman. Additional FAR clauses cited within the above clauses, which are applicable, will be incorporated into the solicitation and the resulting contract. Award will be made to the most responsive offeror proposing the items determined to be the most advantageous to the government in accordance with the evaluation factors listed above. FOB shall be Destination. Award can only be made to contractors registered in Central Contractor Registration (http://www.ccr.gov). Offerors shall respond to this solicitation by 12:00 p.m. Central Standard Time 25 Aug 2006.
