Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. AG-5114-S-06-0017 is being issued as a Request for Quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. The NAICS code applicable to this acquisition is 334516. This is being fully set-aside for small business. For a company to qualify as a small business, the small business standard is 500 employees or less. The USDA, ARS, MWA, Ames, IA, has a requirement/need for an isotope ratio mass spectrometer that is "Brand Name or Equal" to the Thermo Electron, Delta V Advantage, Model 30kV IRMS (Delta V) including universal triple collector, interface for connection to a combustion EA and TC/EA, power transformer, computer package and software, and 1 year parts and labor warranty. The following are the items and quantities required: CLIN 01 - Brand Name or equal to Thermo Electron #0723650, Delta V Isotope Ratio Mass Spectrometer (1 unit). CLIN 02 - Brand Name or equal to Thermo Electron #1137202, ConFlo-III interface for combustion EA and TC/EA (1 unit). CLIN 03 - Brand Name or equal to Thermo Electron #222-223900, 6kVA single phase isolation transformer and power conditioner, 208 VAC delta in/230 VAC line neutral out. (1 unit). CLIN 04 - Brand Name or equal to Thermo Electron #0723520, amplifier gain switch kit for enriched N2 (1 unit). CLIN 05 - Trade-In Discount on Thermo Electron Delta S (1 unit). THE SALIENT CHARACTERISTICS: the Spectrometer and accessories must meet or exceed these minimum requirements: (1) System must be compatible with a Fison 1500NA NC analyzer, a Flash 1112 EA analyzer, a GasBench II, GC-C/TC III, a LC IsoLink, and a trace gas analyzer. (2) Peripheral devises must be automatically recognized using a plug and measure approach. (3) Interface: Must be Conflo III universal interface or equivalent. It is required to couple the elemental analyzers with IRMS. Interface must be compatible with the peripheral units listed above and must allow automated dilution and dual element analysis (C and N or H and O). (4) Analyzer: Must be a weld-free monolithic analyzer with fixed alignment of all ion optical components including the electro magnet. Integrated signal amplifier and digitizer housing into the analyzer block creates identical thermal conditions and eliminates noise. The magnet is designed for fast mass switching. (5) Ion Source: The electron impact ion source must be self-aligning, computer controlled and easily accessible for maintenance. The same filament can be used for all gas species including hydrogen. The ion source parameters must be controlled by the data system. Manual and automatic tuning options must be available. (6) Ion Optics: Must be image error corrected and designed to accept a wide angular distribution. (7) Universal Triple Collector: Must be suitable for the quantification of N2, CO, NO, O2, CO2, N2O and SO2. (8) Must be upgradable to include a D/H collector. (9) Amplifiers register to 50 V. Feedback resistors included to increase the dynamic range. (10) Must have computer controlled amplifier gains. (11) Must be able to consecutively measure multiple gasses within one run. (12) System must have the ability to be field upgraded to a Delta V plus or equivalent. (13) All pumps must be housed within the unit for noise reduction. (14) Activation of continuous flow interfaces on the front panel. (15) Must include automated diagnostics. (16) System performance must meet the following standards: Sensitivity - Continuous flow mode molecules CO2/mass 44 ion - 1500 M/I, ion source linearity - .02 0/00/nA, mass range at 3 kV - 1-80 Dalton, mass resolution (10% valley) - 110, effective magnetic deflection radius - 191 mm, system stability - less than 10 ppm, H3+ Factor - less than 10 ppm/nA, H3+ Factor stability - less than 0.03 ppm/nA/h, Noise level - less than 50 dB(A). (17) System must include computer package with complete software suite for instrument operations. (18) Standard performance must be continuous flow 10 pulses of reference gas at an amplitude of 5nA. DESCRIPTIVE LITERATURE: Offerors shall submit 2 copies of the Descriptive Literature describing their proposed equipment in enough detail to ascertain whether the equipment meets the criteria listed above. REJECTION OF QUOTE: Failure to demonstrate compliance will be cause to reject the quote without further discussions. All responsible sources may submit an offer which will be considered. DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award Offerors shall provide 1) a Quote on company letterhead detailing the item description, unit price per CLIN, and total price; 2) descriptive literature, brochures, information on service and support; 3) at least 3 to 5 references for the proposed equipment. References must have received the proposed equipment within the last three (3) calendar years (Government references preferred but will accept commercial references). References shall be provided for the product proposed and if possible include the email address of the person to be contacted; and 4) Offerors shall include a completed copy of the provisions FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS - COMMERCIAL ITEMS, with this offer; a copy of this provision may be obtained at http://www.acquisition.gov/comp/far/loadmainre.html. DELIVERY TO: USDA-ARS, Ames, IA. QUOTE PRICE MUST INCLUDE any freight or shipping, as well as any applicable duties, brokerage, or customs fees. DELIVERY DATE DUE: The Government requires delivery on or before 90 days after award, however, each offeror shall include their proposed delivery schedule as part of their quote. FAR 52.212.-2, EVALUATION - COMMERCIAL ITEM, the significant evaluation factors, in the relative order of importance, are (i) technical capability of the item offered to meet the Government requirement including delivery date; (ii) past performance; and (iii) price (based on F.O.B. Destination), technical and past performance are more important than price. Award will be made based on overall BEST VALUE to the Government. EVALUATION & AWARD FACTORS - The contract resulting from this solicitation will be awarded to the responsible party whose offer, conforming to the solicitation, is determined most advantageous to the government, cost, and other factors considered. Each Quote shall respond to each of the evaluation factors identified below. With the exception of past performance, a technical evaluation will be performed on each quote based solely on the information furnished and not on previous knowledge or associations. The evaluation factors are as follows: (1) Technical Evaluation Factors: A) All quotes will be rated against the salient characteristics and minimum requirements. B) Installation. C) Delivery. D) Warranty. The Offeror shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard commercial warranty does not waive the Government's rights under the Inspection clause nor does it limit the Government's right with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty. The contractor shall provide a copy of its standard commercial warranty (if applicable) with this response.
