Description
The U.S. Department of Education, Office of the Secretary intends to issue a purchase order to a highly skilled resource to prepare the White House Initiative on Tribal Colleges and Universities Annual Report by the President's Board of Advisors on Tribal Colleges and Universities. The report shall cover data from FY 2004 and FY 2005 (October 1, 2003 through September 30, 2005). Executive Order 13270 establishes the White House Initiative (WHI) on Tribal Colleges and Universities (TCUs), and mandates that the Board will prepare and transmit an annual report to the President on progress made by Federal agencies toward fulfilling the purposes and objectives in the Executive Order. In the annual report to the President, the Board will make recommendations on how to increase Federal and private sector involvement to enhance opportunities at TCUs. The report shall emphasize the integral role that TCUs play in maintaining and preserving language and traditions and providing an educational base for economic development in their tribal communities. The 2004-2005 Annual Report shall represent the second annual report to the President prepared under Executive Order 13270. SCOPE OF WORK: 1. The contractor shall collect data (both narrative and numerical format) regarding resources provided to TCUs from each of the federal agencies designated by the Secretary of Education, in cooperation with the WHI staff and the Executive Director or designated ED official; 2. The contractor shall utilize limited descriptive statistical analysis to measure program performance from Annual Federal Performance Reports submitted by each federal agency from FY 2004-2005 data. This data should be effectively illustrated by utilizing appropriate graphs and charts to demonstrate programmatic trends, growth and declines. 3. The contractor shall consult with WHI staff and coordinate the collection of delinquent agency reports, and the use and presentation of other relevant data from the Integrated Postsecondary Education Data System (IPEDS) about TCUs critical to understanding the current state of the institutions. 4. The contractor shall review the reported Agency data for accuracy compared to the agency Three-Year Plan submitted to the Secretary. 5. The contractor shall assess agency compliance with the E.O. 13270 requirement in section 2 (c) of programs that strengthen institutional viability, improve financial management and funding support, develop institutional capacity, enhance physical infrastructure, and help implement high standards of educational achievement at TCUs. 6. The contractor shall research and compile critical statistics that profile the demographics and economic indicators of the regions served by the TCUs, including indicators of the economic impact of the TCUs in their service area. 7. The contractor shall prepare a written DRAFT Annual Report to the President for consideration and approval by the Sub Committee on Federal Agency Relationships within 75 calendar days of award issue date. Second draft shall be due with in 120 calendar days of award issue date-prior to final review and adoption by the Board of Advisors. 8. The contractor shall prepare a final DRAFT Annual Report for consideration and approval by the Board of Advisors within 150 calendar days of award issue date that (a) presents the data contained in the agency reports to the Secretary in a coherent, understandable format; (b) analyzes designated agency progress in achieving its identified objectives and the goals of the Executive Order, (c) formulates any special issues identified by the Board that may be critical to the achievement of the goals of E.O. 13270, (d) articulates any policy recommendations to the President relative to pending legislation before the Congress or agency regulatory board affecting the TCUs or their potential students; and (e) highlights various private sector partnership initiatives as identified by the Board?s Federal Agency Relationships Sub-Committee. DATA QUALITY AND ASSURANCE: Data quality will be ensured through the use of peer-reviewed research from authoritative researchers. The contractor will be responsible for verifying data to the extent possible. The contractor will not accept research where the sources of data, measurement methods and methods of data collection and processing cannot be determined. The contractor will ensure the quality, objectivity, utility, and integrity of information that the report disseminates to the public. The contractor will strive to provide information that is accurate, reliable, clear, complete, unbiased, and useful. PERIOD OF PERFORMANCE: The period of performance will begin on one day after the award issue date (approximately September 1, 2006) through February 28, 2007. DELIVERABLES: The contractor shall follow the rules and regulations for publishing as outlined in the Guide to Publishing at the U.S. Department of Education. Book Sizes: All materials shall be completed by the contractor in 8 1/2 x 11 format. Cover: The cover shall include the notice that the report is done on behalf of the President's Board of Advisors on Tribal Colleges and Universities. It should include graphics that reflect the important role TCUs serve in advancing educational needs within Indian Country. ED Seal: The ED Seal shall appear on the back cover. The logo shall be in either its full regulation colors, a well as font style, or in black and white or all blue or reversed out. No other color formats shall be used. Fonts: All publications shall be completed in either Avant Garde (Arial) or Garamond style fonts. Format: The publication will contain, at a minimum, an Executive Summary, Introduction, Performance Analysis, Summary, Recommendations, Supporting Charts and Graphs, and Bibliography. Images: Professional photographs, illustrations and typographic designs representing the content of the publication shall be used. (Any costs associated with securing these images shall be included in the contractor's proposal. No additional funding will be provided). A watermark of the ED seal may also be used. First Draft of Report due no later than 75 calendar days after award date (three hard copies, one electronic-utilizing MS Word or MS Publisher). Second Draft of Report due no later than 120 calendar days after award date (three hard copies, one electronic-utilizing MS Word or MS Publisher). Final Draft of Report due no later than 150 calendar days after award date (three hard copies, one electronic-utilizing MS Word or MS Publisher). **Exact due dates shall be established at the time the award is issued. EVALUATION CRITERIA The Government will make award to the offeror whose quote represents the best value to the Government, price and other factors considered. The following factors shall be used to evaluate quotations: 1. Technical approach to meeting all requirements and specific deadlines outlined in this Statement of Work (40 points) 2. Past Performance: The contractor shall cite descriptions at least three examples of similar work completed, including references for each project. (25 points) 3. Experience of proposed personnel; (25 points) 4. Price (10 points) Knowledge of the participation of Tribal Colleges and Universities in federal programs and the role that TCUs play in maintaining and preserving language and traditions and providing an educational base for economic development in their tribal communities is preferred, but not required. Any proposals submitted from vendors who are not registered in the CCR will not be considered. Invoices may be submitted by the contractor monthly or at the completion of the award and will be processed for payment once the invoice has been certified by Deborah Cavett. Invoices must include the contractor's name, address, phone, fax, point of contact name, and invoice date. An itemized listing of charges shall be included. Only charges for services that have been completed and approved shall be subject to payment. Payments will be made via electronic funds transfer 30 days after receipt of the invoice.
