- THIS IS A COMPETITIVE ACQUISITION. The Health Resources and Services Administration (HRSA), Health Systems Bureau, Division of Transplantation, is soliciting proposals from small businesses that shall work to increase organ donation awareness by conducting outreach activities with students, faculty, and staff at colleges, universities, and high schools. This procurement shall be processed using the Simplified Acquisition Procedures in Part 13 of the Federal Acquisition Regulations (FAR), and is 100% small business set-aside. The outreach campaign shall increase the number of students who talk with their parents about donation, as well as the number who indicate a desire to be a donor on a driver?s license, donor card, or state registry. The contractor shall: 1)Identify colleges, universities, and high schools in different geographical areas of the country to enroll in donation awareness activities. 2)Approach students and faculty in those educational institutions to introduce them to donation awareness and gain their interest in participating in activities. 3)Provide strategies and leadership to participating groups and structure for both on-going school donation programs and single event efforts as well as methods for measuring results. 4)Work with local organ procurement and other donation organizations to incorporate student efforts into their plans. Encourage them to assist in educating and training students so as to empower the students to be appropriate and effective spokespersons for donation and useful to donation campaigns and projects both on campuses and in their communities. 5)Assist institutions with development of student oriented materials and provide direction and advice for creating student-focused events that would attract and educate young people and encourage them to become donors. 6)Provide a final report of activities and outcomes.
