- The Health Resources and Services Administration (HRSA) is soliciting proposals using the Simplified Acquisition Procedures in Part 13 of the Federal Acquisition Regulations (FAR). The purpose of this procurement is to train State and local MCH officials in the use of multi-level modeling in the statistical analysis of preterm birth or low birth weight data available in the public domain. The emphasis of the project is on the training of state/local public health partners in the benefits, use, interpretation, and implementation of the multilevel modeling analysis technique in the investigation of preterm birth or infant low birth weight and fetal growth in their respective public health departments using the respective state or local data. Partnering with a state/local public health agency, the training will consist of the benefits and methods of analyzing multidimensional and contextual factors related to racial disparity in preterm birth or low birth weight using multi-level statistical models applied to state and local public health data. It is anticipated that a better understanding concerning the environmental context of disparities in health outcomes obtained with this type of analysis will lead to more effective public health interventions and the identification of appropriate collaborations between public health and other sectors of the community. The project will plan, collect, and analyze appropriate state and local data, and summarize the implications and recommendations for future state/local MCH policy and program development. There will also be collaboration with other researchers who are performing similar analyses of health disparities in preterm birth. This collaboration will yield pooled data that represents a wide range of community level factors to be used in the contextual analysis. The contractor shall: 1) Finalize the research design; 2) Analyze data; 3) Prepare and conduct the training; 4) Manage logistics requirements; and 5) Prepare various reports.
