- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung and Blood Institute (NHLBI) Consolidated Operations Acquisitions Center (COAC) for the National Human Genome Research Institute (NHGRI) intends to negotiate and award a purchase order on a noncompetitive basis to Beijing Genomics Institute Beijing Airport Industrial Zone, Area B, Building 6, Beijing China, 101300. This purchase is to perform re-sequencing of ENU mutagenized genomes to identify mutations in gene function. This project involves high-throughput sequencing of a large number of mutants and the contractor must be able to handle the high volume in a timely manner. The evaluation criteria that will be utilized to review the response submitted in response to this solicitation will be as follows: 1) understanding of the technical requirements and adequacy of the proposed approach; 2) qualifications of personnel; and 3) past performance. Beijing Genomics Institute has a sequencing rate at least 3 times lower than that provided by other companies and includes primer designing and PCR, other companies want PCR products provided to them. In addition BGI has the sequencing capacity large enough to provide the necessary fast turn around time, which is key to this project. The sole source determination is based upon the fact that other organizations do not have comparable features, or specifications and are unable to meet the delivery time required. Awarding this purchase order to another organization would cost the government more money that is not expected to be recovered. The North American Industry Classification (NAICS) Code is 541710 and the Size Standard is 500. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR part 6, Competition Requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
