Description
This is a synopsis being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document incorporates provisions and clauses that are in effect through the May 2006 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-09. The NAICS code is 541990. It is the intent of the National Library of Medicine (NLM) to procure professional services from Philip Goetz, Springfield, Virginia on a sole source basis under the authority of the Federal Acquisition Regulations (FAR) 6.302-1. Period of Performance: Ten months from the date of award. The overall objective of this procurement is procure professional services for developing SemRep and the related software system needed to support the Semantic Medline application. The required work falls into the following areas: (a) Enhancements to SemRep based on existing linguistic analysis; (b) Fusion of SemRep output with an external natural language processing system; and Extensions to SemRep?s linguistic coverage. The professional services to be performed consist of the delivery of hours in completing the following tasks: Enhancements (1) Based on an existing analysis of nominalizations in the biomedical domain, enhance the current SemRep code to provide semantic interpretation for the syntactic patterns of arguments of nominalizations covered by the anaylsis. Fusion Exploit an external natural language processing systems to augment SemRep?s coverage of the following phenomena: (2) Measurement expressions (3) Assertions about risk factors Extensions Cooperate with project staff in conducting linguistic analyses of biomedical text expressing the following linguistic phenomena. Use these analyses to guide upgrading SemRep modules that cover the following phenomena: (4) Semantically ?empty? heads (5) Coordination of modifiers (6) Coordination of predicates Dr. Philip Goetz has experience in designing and implementing large computer systems that exploit the formal mechanisms of artificial intelligence. Further, he has expertise in cognitive architecture, symbol manipulation, and natural language processing. Most importantly, he is knowledgeable in the Prolog language, which is crucial to the successful completion of this work. Any other provider would require an extensive orientation period, at unacceptable delay and expense to the Government. This is not a Request for Quotations (RFQ), nor is an RFQ available. However, all responsive sources may submit a capabilities statement in a timely manner that will be considered by the Government. Responses must be in writing and must be received in the office within fifteen (15) calendar days from the publication date of this notice. The quoter shall include all information which documents and/or supports the qualification criteria in one clearly marked section of its quotation. The contractor shall comply with all applicable Federal, State, and local laws, executive orders, rules and regulations applicable to its performance under this order.
