Description
This is a synopsis being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document incorporates provisions and clauses that are in effect through the May 2006 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-09. This acquisition is NOT small business set-aside and the NAICS code is 541990. It is the intent of the National Library of Medicine (NLM) to procure professional services from Lynn McCreedy, Alexandria, Virginia. Period of Performance: Base Year with three (3) additional option years. The purpose of this requirement is to encode syntactic and other information in Specialist Lexicon format in order to significantly increase the size and coverage of the existing lexicon. The work to be performed under this requirement is primarily an intellectual process, requiring advanced linguistic knowledge and the ability to make complex decisions about the classification and labelling of lexical items. Contractor shall use government supplied hardware and software. Independently and not as an agent of the Government, the Contractor shall furnish all necessary labor, materials, supplies, equipment, and services (except as otherwise specified herein) and perform the work set forth as follows: (1) Attend a training session at the NLM. This shall include a minimum of 20 hours of training in coding lexical records provided by the NLM. (2) Demonstrate an ability to use Government supplied software and hardware to produce and validate fully coded lexical records for specified in Appendix A to the Statement of Work. (3) Encode syntactic and other information in lexical records on an ongoing basis according to the specifications given in the document ?Specifications for the Specialist Lexicon? (Appendix A to the Statement of Work). Deliver the completed lexical records in machine readable form to the NLM in batches according to the delivery schedule. (4) Perform quality review of the lexical records to ensure that: lexical records conform to the format, codes, and rules for Specialist lexical records; specifications for creating lexical records have been correctly followed; and assignment of all available codes and information is complete and accurate. (5) Attend regular meetings and maintain close contact with NLM staff to ensure consistency and accuracy in coded lexical records. This is not a Request for Quotations (RFQ), nor is an RFQ available. However, all responsive sources may submit a capabilities statement in a timely manner that will be considered by the Government. Responses must be in writing and must be received in the office within fifteen (15) calendar days from the publication date of this notice. The quoter shall include all information which documents and/or supports the qualification criteria in one clearly marked section of its quotation. The contractor shall comply with all applicable Federal, State, and local laws, executive orders, rules and regulations applicable to its performance under this order.
