Aviation Maintenance/Logistics Advisor - Santa Cruz, Bolivia Salary Range: $60,081-$71,740 Open Period: 4/18-9/15/2006 Grade Range: FS-3 Position Information: Full-time. One year with four option years to be exercised at the discretion of the employing office. Duty Location: 1 vacancy, Santa Cruz Bolivia SOLICITATION NUMBER: PSC06032A SUBJECT: Solicitation for services under a Personal Services Contract (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL). The United States Government, represented by the Department of State, is seeking proposals from U.S. citizens interested in providing the PSC services described below. DOS intends to award a contract for the basic term of one year with four one-year options to be exercised at the discretion of the U.S. Government. The contract will be awarded to an individual candidate representing the best overall value to the Government considering the candidate's qualifications and experience against criteria stated herein. This PSC position requires a TOP SECRET level security clearance, which must be maintained throughout the contract period, including option periods. The selected applicant must be eligible to obtain a Top Secret Level Security Clearance and will be subject to a security clearance investigation. The applicant's spouse or cohabitant may be subject to a background investigation. Denial of a TOP SECRET level security clearance will be grounds for removal from consideration for contract prior to award or termination of contract after award. Contract award will not be made until at a minimum an interim clearance is granted. PURPOSE: The purpose of this personal service contract position is to serve as the Aviation Maintenance/Logistics Advisor under the supervision of the INL Senior Aviation Advisor, Santa Cruz, Bolivia. Key Requirements:  U.S. Citizenship  Background and/or Security Investigation required. Major Duties: AVIATION MAINTENANCE/LOGISTICS ADVISOR (PSC) SANTA CRUZ, BOLIVIA 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the U.S. Embassy/Narcotics Affairs Section (NAS), Bolivia. The position provides planning, maintenance support and contract oversight for the counter-narcotics (CN) aviation program in Bolivia and its fleet of DoS/INL aircraft. The end game of the CN aviation program in Bolivia is the curtailment of the supply of illegal drugs from Bolivia through aerial and airmobile eradication of drug crops, interdiction of refining laboratories and trafficking activities, and related enforcement operations. PURPOSE: The purpose of this Personal Services Contract (PSC) position is to provide an Aviation Maintenance Advisor for the CN aviation program in Bolivia. The incumbent serves as an in-country aviation maintenance/logistics advisor, assisting the Senior Aviation Advisor by providing aviation maintenance oversight for both rotary and fixed-wing aircraft. This includes quality control, production control, aviation logistics and ALSE expertise for program implementation, direction and execution oversight in support of CN efforts. The incumbent advises/oversees and assists in the development, coordination, and implementation of all aspects of aircraft and aircraft related equipment maintenance, quality control, production control, logistical support systems, procedures and plans in support of counter-narcotics operations. The Aviation Maintenance Advisor reviews, develops, implements and/or contributes to a wide variety of plans, policies and procedures for supporting Office of Aviation (INL/A) assets. SUPERVISORY CONTROLS: The incumbent reports to and is supervised by the Senior Aviation Advisor, Bolivia, however, the individual exercises some latitude for independent action and refers unusual or unique actions to the INL Air Wing Chief of Maintenance at Patrick AFB, FL for his direction and or guidance. Completed work is reviewed for timeliness and effectiveness. 2. STATEMENT OF WORK Performs oversight and evaluation of contractor aircraft maintenance, training and logistics programs. This oversight includes, but is not limited to, reviewing contractor maintenance and logistics procedures and monitoring contractor maintenance and logistics operations. Submits periodic written assessments of the contractor?s performance, and provides comprehensive input to the Senior Aviation Advisor for inclusion in the Bolivian award term evaluation. Assists the Senior Aviation Advisor in directing and coordinating both fixed-wing and rotary-wing maintenance and logistical support within Bolivia, for the purpose of eradicating coca crops through aviation support and providing maintenance, maintenance training and logistical sustainment for the program. Develops, coordinates, organizes, and implements comprehensive aircraft maintenance and logistical support systems and procedures for the Office of Aviation. These operational systems and procedures include, but are not limited to: DoS Maintenance and Logistics Support Plans, Aircrew Training Program, DoS Aviation Operations Directives, DoS Guide to Aviation Training and Standardization, DoS Aircrew Training Manuals, INL/A Standard Operating Procedures for counter-narcotics operations in Bolivia, and Deployment procedures in support of host nation operations throughout Bolivia. Provides general direction and guidance to contractor and host nation aviation maintenance and logistics activities, for the purpose of providing adequate assets in support of destroying coca and interdicting the flow of illegal narcotics into the United States. This includes but are not limited to, planning and coordination with the U.S. Department of Defense, U.S. Department of State, other federal bodies, and host nation agencies for providing maintenance and logistical support for eradication and interdiction operations. Collects, reviews, and disseminates data on aviation maintenance and logistics management policies/procedures in support of the counter-narcotics mission of the Office of Aviation. 3. COMPLEXITY Assignments include analysis of all facets of aviation maintenance and logistics management, and involve a fleet of fixed-wing and rotary-wing aircraft, which function within an integrated program of diverse counter-narcotics missions. These missions include general aviation support, forward area aerial re-supply, replenishment, sustainment and host nation aviation training. Incumbent must apply specialized and professional knowledge to oversee maintenance, aviation maintenance training, and logistics support for the contractor and host nation maintenance/logistics personnel operating under the DoS program in Bolivia and at multiple forward operating locations. The incumbent oversees multi-national/multi-cultural maintenance and logistical support programs, as well as plans/policies/procedures for the Office of Aviation. Incumbent coordinates recommendations from staff officers and consults with the Chief of Maintenance, Office of Aviation, regarding ongoing projects. Additionally, provides guidance to contractor maintenance managers, contract logistics managers and host nation personnel. Oversees implementation of the maintenance and logistical support program. The incumbent performs continuous analysis of interrelated issues of effectiveness and efficiency which impact INL/A?s aviation safety program, improving the flight safety of aviation operations in support of the counter-narcotics mission. 4. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. Incumbent must be able to independently perform fieldwork in remote areas for extended periods without assistance. 5. WORK ENVIRONMENT The work is conducted in an office or aircraft hangar with extensive travel to the field for meetings, conferences, activity reviews, and field inspections/program evaluations and flight evaluations. Some field sites have been declared hazardous duty locations by the Department of State due to hostile activities of armed groups within Bolivia and therefore pose significant risk to the incumbent while at these sites. MINIMUM REQUIREMENTS In depth knowledge and experience as an Aviation Maintenance Supervisor in a medium to large Aviation Organization of the U.S. Armed Forces or U.S. Civilian Agency/Corporation. In depth knowledge of Aviation Maintenance and Logistics Support Programs, to include logistics plans, procedures, and related documents. In depth knowledge of U.S. Federal Aviation Regulations as they relate to aircraft maintenance and logistical support. Basic knowledge of computer based maintenance and logistical support programs. Broad knowledge of and experience as a staff officer in a medium to large aviation organization, related to the formulation of plans and policies pertaining to aircraft maintenance and logistics management. Basic knowledge of command communications, government intelligence procedures, and aircraft maintenance and logistics management procedures. Preferred Qualifications: Certification as a FAA Airframe and Power-plant mechanic with experience in rotary wing and fixed wing aircraft. Experience as a military or a commercial rotary wing maintenance test pilot. Ten years experience in aircraft maintenance, of which five were as a supervisor in either civil or military aviation programs. Experience in turbine powered fixed wing aircraft maintenance. Experience in aircraft maintenance as a quality control supervisor in either a large civil or military aviation program. Knowledge of Aviation Life Support Equipment. Basic knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and 830. Possession of a current US FAA Commercial Pilot Certificate Rotorcraft, Helicopter Instrument and/or Airplane, Single/Multi-Engine Land with Instrument rating. Basic knowledge of FAA Aviation Safety regulations and procedures, OSHA regulations, and experience as a military/civil aviation safety officer or formal training/education. Basic knowledge of tactical employment of fixed and rotary wing aircraft in a counter-narcotics operation, including capabilities, limitations and techniques of employment of aircraft used by the Office of Aviation. Knowledge of the Spanish Language ? capable of reading, writing and speaking conversational and technical Spanish. Evaluation Criteria: Factor 1. (Contract Oversight). Offeror?s ability to: a. Perform oversight and evaluation of contractor maintenance and logistical activities, to include reviewing contractor maintenance and logistical procedures, and monitoring contractor and host nation maintenance and logistical support. b. Prepare and coordinate periodic reports on contractor performance, both orally and in writing; prepare comprehensive award term input. c. Provide maintenance and logistical support direction and guidance to the contractor for the purpose of supporting the CN effort in Bolivia. d. Coordinate with Government representatives and supervise contractor personnel. Factor 2. (Assist the Senior Aviation Advisor). Offeror?s ability to a. Assist the SAA in directing and coordinating aircraft maintenance and logistical support within Bolivia for the purpose of destroying coca crops and provide maintenance and logistical support to the program. b. Provide instruction, evaluation and guidance regarding maintenance/logistical support for the CN program. Factor 3. (Develop, Coordinate, Organize and Implement Maintenance and Logistical support). Offeror?s ability to: a. Develop comprehensive aircraft maintenance and logistical support systems and procedures. b. Coordinate/Organize aircraft maintenance and logistical support systems and procedures. c. Implement Maintenance, Logistics and Material Support Plans, Standing Operating Procedures and provide direction and guidance to both contractor and host nation personnel. Factor 4. (Past Performance). Offeror?s previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references). COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
